AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $116,031.81 SUBJECT TO THE RECEII'T OF THE GRANT
FOR THE PURPOSE OF FUNDING CHANGE ORDER NUMBER 5 AND 6 TO ALLIANCE AIItPORT
TAXIWAY BRAVO CONVERSION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$116,031.81 subject to the receipt of the grant for the purpose of funding Change Order Number 5 and 6 to Alliance Airport
Taxiway Bravo Conversion.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

BECOMMENDATION
It is recommended that the City Council
Authorize anon-interest bearing inter-fund loan from the unreserved, undesignated General Fund
balance to the Grant Fund in the amount of $116,031.81, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Grant Fund by $116,031 81 subject to receipt of the grant; and
3. Authorize the City Manager to execute Change Order Nos. 5 and 6 to the contract with H.B
Zachary Construction Company for improvements to Alliance Airport in the amount of $2,343 07
and $113,688 74
The City Council approved a contract with H B Zachary Construction Company on April 9, 1996 (M&C C-
15394) in the amount of $6,683,763 30, for conversion of Alliance Airport, Taxiway Bravo to a runway
The contract was subsequently amended in the amount of $160,437 43 to provide for additional safety
zones and a revised displaced threshold on December 12, 1997 (M&C C-15815). An additional
amendment allowing for premium pay to the Contractor for extra strength concrete, as provided for in the
contract, was also processed for $9,683 02. Change Order No 3 provided $18,720 00 for additional
guidance signs requested by the Federal Aviation Administration (FAA) after the contract was awarded
Change Order No. 4 provided compensation to the Contractor for directed shut down time for
unscheduled FAA flight checks in the amount of $16,965 19 and for Texas Motor Speedway activity in the
amount of $9,000 00
Change Order No 5, in the amount of $2,343 07, provides for switching circuits from the 10 KW regulator
to the 30 INV spare due to the additional electrical load caused by extra lighting added by the project.
Change Order No 6 provides additional regulatory capacity necessary for Category III operation the
installation of a safety switch in the FAA Control Tower; the addition of a Type III barricade at the end of
Taxiway H, the addition of a PAPI (Precision Approach Path Indicator) on the Auxiliary Runway 34L, and,
the modification of existing lights and conduits necessary for Category III operation The total of all
Change Order No 6 items is $113,688 74
These change orders increase the project cost to more than the grants accepted to fund it. The FAA
allows amendments to its grants up to 115% of the original grant amount. Its policy is to consider a grant
amendment after the project is complete and the final cost is known Interim funding for Change Order
Nos 5 and 6 is needed from the unreserved, undesignated General Fund balance, pending grant
amendment and reimbursement from the FAA. If the FAA determines these costs to be ineligible for
reimbursement, the loan will not be repaid

FISCAL INFORMATION/CERT IFICATION
The Director of Fiscal Services certifies that upon approv al of the above recommendations and adoption
of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grant Fund Upon execution of the grant contract, the intertund loan will be returned
to the General Fund
