AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $309,433 00 SUBJECT TO THE RECEIl'T OF THE GRANT
FOR THE PURPOSE OF FUNDING THE JOB TRAINING PARTNERSHIP ACT TITLE IIA 5% SET-
ASIDE OLDER INDIVIDUAL PROGRAM THROUGH A GRANT FROM THE TEXAS WORKFORCE
COMMISSION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$309,433 00 subject to the receipt of a grant from the Texas Workforce Commission for the purpose of funding the Job
Training Partnership Act Title IIA 5% Older Individual Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit an application fora 5309,433 00 grant with the
Texas Workforce Commission (TWC), accept the grant, if awarded, and enter into a
contract with TWC governing the City's responsibilities in administering the grant money,
in order to implement the Job Training Partnership Act's (JTPA) Title IIA 5 % Set-aside
Older Individual Program (OIP) for the program year beginning July 1, 1997 and ending
June 30, 1998, and
2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund
in the amount of 577,360 00 for interim financing of 25% of this project pending contract
execution, and ,
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund~by 5309,433 00 subject to receipt of the grant
DISCUSSION
The City of Fort Worth has administered, since 1987, a JTPA program targeting individuals age
55 or older who need employment and training assistance to be competitive for jobs in today's
workforce Program participants must be unemployed and meet income-eligibility guidelines at
the time of application, be willing to invest their time and energy to gain appropriate employment
skills, and actively participate in job search activities The proposed 1997 program is designed
to serve 105 individuals
As of June 13, 1997, a total of 89 individuals had received services from the current program
(designed to serve 86 participants), 42 have become employed at an average hourly rate of
57 32
The interim funding of $77,360 00 from the General Fund fund is a temporary measure designed
to ensure the smooth transition from one grant funding period to another
No City funds will be expended before the grant is approved Upon approval and acceptance of
the grant, City funds will be expended before receipt of grant funds

The Director of Fiscal Services certifies that upon approval and completion of this transfer,
adoption of the attached appropriations ordinance and receipt of the grant, funds will be

of $77,360 00 will be returned to the General Fund
