AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND IN THE AMOUNT OF $126,055 00 FROM AVAILABLE FUNDS AND
TRANSFER TO THE GRANTS FUND AS THE CITY'S MATCH FOR THE PURPOSE OF FUNDING
ONE FULL TIIvIE HL}MAN SERVICES SPECIALIST WITH THE CHILD VIOLENCE INTERVENTION
PROJECT, ONE CRIIvIE PREVENTION SPECIALIST AND ONE CLERK AT THE NEIGHBORHOOD
ASIAN STOREFRONT 5, AND AUTOMATION OF THE FORT WORTH POLICE FORENSIC SCIENCE
LABORATORY, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the
City Manager, there shall also be increased estunated receipts and appropriations in the Special Trust Fund in the amount of
$126,055 00 from available funds and transfer to the Grants Fund as the City's match for the purpose of funding one full time
human services specialist with the Child Violence Intervention Pro}ect, one crone prevention specialist and one clerk at the
Neighborhood Asian Storefront 5, and automation of the Fort Worth Police Forensic Science Laboratory
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court
of competent }unsdiction, such decision, opinion or }udgement shall in no way unpair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT FISCAL YEAR 1997-98 CRIMINAL JUSTICE GRANT PROPOSALS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, three (3) grants from the
Governor's Office Criminal Justice Division in the amount of 587,398, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Special Trust Fund by 5125,055 00 from available funds, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5213,453 from available funds, and
4 Authorize the transfer of 5126,055 from the Special Trust Fund to Grants Fund for the
City's match
DISCUSSION
Each year, the Governor's Office of Criminal Justice funds projects for various law enforcement
agencies throughout the State, based on grant applications submitted by the agencies Criminal
justice grant applications from agencies in the Metroplex area will be received by the North
Central Texas Council of Governments The Police Department has developed three (3) proposed
projects, and they are listed below
1 Child Violence Intervention Project
This program would hire afull-time human services specialist to work with the five police
detectives from the Crimes Against Children Unit and are assigned at the Alliance for
Children facility In just the short time that the Crimes Against Children Unit has been in
operation, It has become painfully aware to all those involved that the need for service to
the child victim is needed This person would serve 10 primary child victims per month ln-
person, and would allow for the immediate family and/or secondary victims to be included
for in-person services Additionally, the victim would be provided one on one crisis
intervention, information and referral if necessary, and assistance with filling out victim's
compensation forms The human services specialist shall also serve as a community liaison
and attempt to enlist community interest and support in addressing this critical problem

2 Neighborhood Asian Storefront/5
One police officer, one crime prevention specialist, and one clerk will continue operating
the storefront in the center of the Asian district to offer services which will continue to
reinforce the partnership already established between the residents and the police
department to reduce crime Again, the primary goals will be to provide a prominent
location where residents can. receive assistance, eliminate the language barrier between the
department and the community, increase the reporting of crime through a lessening of fear
and the establishment of trust, and increase the ability to identify and track Asian gang
members This will be the last year of funding for this program -
3 Forensic Laboratory Information Project
There is currently no database system or other modern forms of automation available in the
Fort Worth Police Forensic Science Laboratory In fact, the Laboratory is utilizing the same
manual log that was implemented in 1962 Additionally, ail forensic reports are currently
handwritten, which leads to intolerable delays and does not allow for automated searches
This project proposes to implement a Laboratory Information Management System (LIMB),
consisting of both hardware and software

*Indirect costs per approved indirect cost rates computed by David M Griffith, Inc for the City
of Fort Worth (19 53% for the Police Department), and as specified by the Accounting Division
of the Fiscal Services Department The indirect costs are included in the total amount of the
grant program Preapplications have been submitted to the North Central Texas Council of
Governments in order to meet state budget estimate deadlines

SUBJECT FISCAL YEAR 1997-98 CRIMINAL JUSTICE GRANT PROPOSALS
The North Central Texas Council of Governments will prioritiz e all grant applications and, shortly
afterwards, it will be known which projects can reasonably be expected to receive state funds
The required matching funds for these grants will be budgeted for in the Special Trust Fund as
part of the normal budget process
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinances, funds will be available an the current
operating budget, as appropriated, of the Grants Fund
