AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $51,000.00 FROM AVAILABLE FiJNDS FOR THE PURPOSE
OF PROVIDING IN'T`ERIM FINANCING FOR THE PURCHASE OF A GENERATOR SYSTEM FOR
THE ALLIANCE AIRPORT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$51,000.00 from available funds for the purpose of providing interim financing for the purchase of a generator system for the
Alliance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

sUBJ$CT PURCHASE OF A GENERATOR SYSTEM FROM DARK POWER SYSTEMS FOR
ALLIANCE AIRPORT
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Authorize anon-interest bearing interfund loan from the General Fund to the Grant Fund
in the amount of $51,000, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grant Fund by 551,000 for interim financing, and
3 Purchase a generator system from Darr Power Systems for Alliance Airport on the basis of
low bid, in the amount of 545,890, net 30 days fob destination, freight no charge
DISCUSSION
PURPOSE -The Alliance Airport was opened in 1989 without the ability to operate in Category
III weather conditions (ceiling less than 100 ft and visibility less than '/4 mile) The recent
development of Federal Express hub operations at Alliance require that the airport have this
capability and the City of Fort Worth has entered into agreements with Federal Express to
develop this capability The ability to operate in all weather conditions is critical to Federal
Express Operations Category III requires a generator as primary power with commercial power
as backup during adverse weather conditions The City of Fort Worth is purchasing the 350 KW
generator in order to compress construction schedules and will provide the generator to the
successful bidder of an installation contract currently being advertised
The Federal Aviation Administration (FAA.) has recently approved a grant amendment which
includes this work in the grant scope of work Although City funds will be used initially, the City
of Fort Worth expects to eventually recover the cost from the F A A
ADVERTISEMENT -This bid was advertised in the Fort Worth Star-Telegram on September 10
and 17, 1997 Five (5) vendors submitted a bid

BID DISCUSSION -The bid invitation included detailed specifications for the generator system,
which were prepared by the engineering firm of Carter-Burgess

ALLIANCE AIRPORT
Carter-Burgess and the Department of Engineering have certified that the bid submitted by Darr
Power Systems meets the purchase specification
Since the installation portion of this project will be handled through a separate solicitation, an
additional amount of $5,110 (amount of appropriations, less purchase price) will be reserved in
the event of any engineering changes or other contingencies that might arise throughout the
course of the project
EXPENDITURE - $45,890
M/WBE - A waiver of the M/WBE requirement was requested by the department and approved
by the M/WBE office
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grant Fund
