AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $459,700.00 SUBJECT TO THE RECEII'T OF THE GRANTS
FOR THE PURPOSE OF FUNDING THE SMALL BUSINESS DIVERSION STUDY, THE WASTE
TIRE MANAGEMENT PLAN AND PUBLIC EDUCATION PROGRAM, HAZARDOUS MATERIALS
TRAINING, AND THE PUBLIC AWARENESS AND EDUCATION CAMPAIGN THROUGH GRANTS
FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS,. PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Yeaz 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$459,700.00 subject to the receipt of the grants for the purpose of funding the Small Business Diversion Study, The Waste Tire
Management Plan. and Public Education Program, Hazardous Materials Training, and the Public Awareness And Education
Campaign through grants from The North Central Texas Council Of Governments.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance aze in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained.

SUBJRCT GRANT APPLICATIONS FOR ENVIRONMENTAL PROJECTS
RECOMMENDATION
it is recommended that the City Council
1 Authorize the City Manager to submit the following grant applications to the North
Central Texas Council of Governments (NCTCOG) .for the purpose of funding various
environmental projects, and

a) Small Business Diversion- Study in the amount of 590,700 OOto assist participants
in the City`s Clean Star Partnership to identify opportunities for energy recovery,
recycling, and reclamation rather than land-filling their waste

b) Waste Tire Management Plan and Public Education Program in the amount of
5120;000 00 for the development. and implementation of an .intensive public
education campaign on proper tire disposal and the initiation of a "Tire Busters"
program This grant will require an in-kind match of 52,290 00
c) Hazardous Materials Training in the amount of 545,000 00 to fund the hazardous
materials management training of the City's personnel at the Environmental
Coltection Center and those designated individuals from participating cities who will
,. ~ be operating mobile bollection units :,
d) Public awareness and education campaign for the Environmental Collection Center
-i.n the amount of 5204,000 00 for -radio and TV spots, newspaper advertisements
and media events This grant will require matching City funds in the' amount of
520,000 00 f
2 Authorize the City Manager to accept and execute the NCTCOG grant contracts, if
awarded, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations up to 5459,700 00 in the Grant Fund subject to the receipt of the funds,
and
4 Authorize the use of 520,000 00 in matching funds for the contract listed in
recommendation 1(d)

DISCUSSION
Grant applications requesting funds from NCTCOG will be submitted for the four 14) programs
listed above. The Small Business Diversion Study will enable the City to continue to expand
the Clean Star Partnership program, which began in June 1996
The Tire Waste Management Plan and Public Education Program is needed to fill the void
created by failure of the 75"' State Legislature to enact legislation for the State of Texas Waste
Tire Recycling Program The state program will cease to exist on December 21, 1997

The Hazardous Materials Training grant will provide funds to train both ~City~~employees and
designated individuals from participating cities who will be operating the mobile collection units
as part of the Environmental Collection Center program All individuals handling hazardous
materials are required by law to have specific training By obtaining grant funding''for training,
participating municipalities will have an added incentive to join the program
Promotion of the Environmental Collection Center will need to be extensive and diverse
particularly in its first year of operation The 520,000 00 in matching funds has been
budgeted for advertising in the operating budget for the Environmental Collection'Center in the
Environmental Management Fund

The grant funding period for these programs is September 1, 1997 through August 31, 1999

The Director of Fiscal Services certifies that upon approval of the above recommendations,
adoption of the attached appropriation ordinance, and receipt of the grant, .funds will be
available in the current operating budget, as appropriated, of the Grant -Fund
