AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $757,100.00, FOR THE PURPOSE OF FUNDING THE
RENOVATION OF THE SOUTHWEST COMMUNITY CENTER THROUGH A GRANT FROM THE
TEXAS PARKS AND WILDLIFE DEPARTMENT AND TRANSFER OF FUNDS FROM THE PARK
AND RECREATION IMPROVEMENT FUND, SUBJECT TO THE RECEIPT OF THE GRANT,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the vanous City deparhnents for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$757,100 00 for the purpose of funding the renovation of the Southwest Community Center through a $325,000.00 grant from
the Texas Parks and Wildlife Department, and the transfer of $432,100.00 from the Park and Recreation Improvement Fund,
subject to the receipt of the grant.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent junsdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting pxovisions of said pnor ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit an application for and accept, if awarded, a grant
from the Texas Parks and Wildlife Department for the expansion of Southwest
Community Center in the amount of 5325,000, and
2 Adopt a resolution authorizing the City Manager to sign the grant application and act as
the City's representative in all matters related to the grant, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5757,100 subject to the receipt of the grant, and
4 Authorize the transfer of 5432,100 from the Park and Recreation Improvement Fund to
Grants Fund for the City's match
DISCUSSION
In the 1986 Capital Improvement Program Proposition No 2, Park and Recreation
Improvements funds were appropriated to add a full size gymnasium and convert the existing
undersized gym into exercise or activity space at the Southwest Community Center
On March 16, 1989, (M&C C-11503) the City Council awarded a professional services
contract to design and prepare plans, specifications and contract documents for the center
expansion The professional services contract was for the design of a facility with a
5400,000 construction budget with an additional 555,000 being set aside for testing,
permitting, inspection and contingency costs The services of the architect were suspended
when they were unable to produce a project within the 5400,000 construction budget.
In late 1995, the Parks and Community Services Department (PACSD), working with the City's
Small Projects Architect, developed three (3) scenarios that would meet the original intent of
the Capital Improvement Program IC I P) and identify the projects' budgetary shortfalls
Through input from the City Council's Facilities and Infrastructure Committee and a public
meeting held in the community, direction and concurrence was received to prepare
architectural drawings following the Scenario No 3 plan This plan would provide a full size
(high school size) gymnasium using a more appropriate building envelope and mechanical

system Under this plan, a portion of the existing building would be demolished to meet
building set-back requirements While this scenario would reduce the project budget, it was
anticipated that additional funding would still be needed to complete the expansion
On May 7, 1996 (M&C G-114731, the City Council authorized the submission of a grant
request for matching funds to the Texas Parks and Wildlife Department (TP&WD) for the
Southwest Community Center expansion The TP&WD administers the Recreation and Parks
Account Program which provides matching funds for recreational facilities Prior to 1996,
these funds were only available for outdoor facilities In May 1996, grant requests were
received for the first time for indoor facilities and the Southwest Community Center project
was submitted for consideration Unfortunately this project was not awarded funding
The PACSD will redevelop and resubmit the grant application in this year's call for indoor
projects, which is anticipated to be received in May 1997 Using the available C I P fund
balance, it is recommended to request a grant amount of 5325,000 which represents 50% of
the anticipated construction cost This amount would be for the direct construction phase
while indirect project costs would be charged to the existing C I P account The
recommended project budget would be as follows

While the Capital needs for this project will be addressed by the proposed grant and existing
C I P appropriations, an impact to the General Fund Budget is anticipated once the project is
completed Present estimates indicate a S 18,235 annual operating and maintenance cost
while producing S 1,050 in revenues
At its regularly scheduled meeting on April 15, 1997, the Parks and Community Services
Advisory Board voted to concur with staff's recommendation to the City Council to
1 Approve the submission of a grant request in the amount of $325,000 for matching
funds to the Texas Parks and Wildlife Department for Southwest Community Center,
and
2 Adopt a resolution authorizing the City Manager to sign the grant application and act
as the City`s representative in all matters related to the grant
Indirect costs do not apply to the grant application because no City salaries are involved
This project is located in COUNCIL DISTRICT 6
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of .the aforementioned
recommendations, adoption of the attached appropriations ordinance, and receipt of the grant,
funds will be available, in the current capital budget, as appropriated, of the Grants Fund
