AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF ~w20,000.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING OPERATION TROJAN HORSE, A
PROGRAM INTENDED TO TARGET ORGANIZED GRIME, INCLUDING DRUG
TRAFFICKING ORGANIZATIONS AND SUSPECTS INVOLVED IN ORGANIZED RETAIL
THEFT: PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 20Q8-2009, there
shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of
$20,004.00 from available funds far the purpose of funding Operation Trojan Horse, a program intended to
target organized crime, including drug trafficking organizations and suspects involved in organized retail theft.
SECTION 2.
That should any pardon, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or pads of sections of this ordinance, which said remaining
provisions shall tae and remain in full farce and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Accept a Donation from CVS Pharmacy, Inc., in the Amount of $24,444.04 for the Police Department and
Adopt a Supplemental Appropriation Ordinance
RECOMMENDATION:

It is recommended that the City Council:
1, Authorize the City Manager to accept a monetary donation in the amount of $20,000.00 from GVS
Pharmacy, Inc.; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund in the amount of $24,444.04 from available funds for the purpose of funding Police
Department covert operations.
DISCUSSION:
The Police Department has a history of working closely with corporate security and other retail store
investigators in order to explore various types of criminal activity. CVS Pharmacy, Inc. (CVS} has
expressed an interest in donating the sum of $20,000.00 to fund "Operation Trojan Horse." This program
is intended to target organized crime, including drug trafficking organizations and suspects involved in
organized retail theft. This program is currently being organized under the Narcotics Section of the Police
Department.
CVS is one of the many retail chains that have offered to assist with funding projects where law
enforcement has limited funding, has mutual benefits, and assists in the disruption of organized crime.

The Finaatciai ~49anagement Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Special Trust Fund.
