AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
ENVIRONMENTAL MANAGEMENT FUND IN THE AMOUNT OF $216,178.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING THE REMEDIATION OF PETROLEUM
CONTAMINATED SOIL AT CENTREPORT DEVELOPMENT, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Management Fund
in the amount of 216,178.00 from available funds for the purpose of funding the remediation of petroleum contaminated soil at
Centreport Development.

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

FOR SOIL REMEDIATION AT CENTREPORT DEVELOPMENT
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Environmental Management Fund by $216,178 00 from available
funds, and
2 Approve the transfer of 5216,178 00 ($205,884 00 plus a five percent contingency of
$10,294 00) from the Undesignated Disposal Project to the Centreport Remediation Project
within the Environmental Management Fund, and
3 Authorize the City Manager to enter into a contract with Eagle Construction and
Environmental Services, Inc for the remediation of approximately 5,500 cubic yards of
petroleum contaminated soil at the City of Fort Worth's Centreport Development located
at the intersection of State Highways 360 and 183
DISCUSSION
The site to be remediated was the fueling center for the former Greater Southwest Airport
Subsequent to the opening of Dallas-Fort Worth Airport, contamination from the underground fuel
storage tanks was identified The storage tanks were removed by the Texas Department of
Transportation (TxDOT) during the expansion of Highways 360 and 183
Koll Real Estate Group that oversees this property has interested parties and remediation will
expedite future development
The request for proposal was advertised in the Fort Worth Star-Telegram on July 24 and 31,
1997 On August 28, 1997, the City received proposals from five companies Two proposals
were determined to be non-responsive
Proposals were evaluated based on apre-determined combination of qualitative and quantitative
(point) measures These measures included, but were not limited to, evaluation of such factors
as legal record, experience, qualifications, performance record, cost, and references Based on
the total point distribution of those measures, staff has recommended the award to Eagle
Construction and Environmental Services, Inc

The not to exceed amount for the contract has been set at 5205,884 00
Eagle Construction and Environmental Services, Inc is in compliance with the City's M/WBE
Ordinance by committing to 30% M/WBE participation The City's goal on this project is 18%
FISCAL CERTIFICATION/INFORMATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Environmental Management Fund
