AN ORDINANCE APPROPRIATING $119,007 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING FUNDING FOR THE STAFFING AND OPERATION OF THE FORT WORTH
INTERNATIONAL CENTER, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $119,007 00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose providing funding for the staffing and operation of the
Fort Worth International Center
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same
except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,
in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND APPROVAL OF THE BUDGET FOR THE CREATION
OF THE FORT WORTH INTERNATIONAL CENTER
RECOMMENDATION
It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing appropriations in the General Fund by $119,007 and decreasing the unreserved
undesignated General Fund balance by the same amount in order to fund the staffing and
operating budget of the Fort Worth International Center for the remaining nine months of the
1996-97 fiscal year
DISCUSSION
For the second year in a row, the City Council has made a commitment to increase Fort Worth's
presence as an international city by including in the annual budget money to support international
activities
In the fall of 1995, the international committee of Strategy 2000 met to formulate an
international agenda for Fort Worth Other cities with successful international programs were
studied, and the most promising concept developed from the studies and the meetings was the
idea of an international center in Fort Worth
Over the last five months, a task force of volunteers from the international committee has
focused on a proposal to create the Fort Worth International Center (FWIC) As defined by the
task force, the International Center will enhance the city's international image by increasing
international relations and trade The Fort Worth International Center will provide the following
primary services
• assistance to small and medium sized Fort Worth businesses in the complexities of
importing and exporting
• diplomatic and protocol support and guidance
• assistance to visiting international dignitaries and business people
• identification of markets for exporting opportunities
The center will be the hub of international activity in Fort Worth, in a highly visible, store-front
location in downtown Fort Worth Based on the successful "one-stop-shop" concept of the
Business. ,Assistance Center, a variety of organizations will co-locate in the center Other
international organizations will work closely with the international center Shared information and
-use of`resources will leverage all international efforts An international center will provide a
benefit, to the City by increasing the coordination of the city's international business, tourism,
cultural exchanges, education and service activities

undesignated fund blance of the General Fund will be 527,045,732
