Home My WebLink AboutOrdinance 12917,y _ r F Ordinance No.~/ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AVIATION IIvIPROVEMENTS PROJECT FUND IN THE AMOUNT OF $230,000 00 FROM AVAII,ABLE FUNDS FOR THE PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH POE ENGINEERS, INC., FOR ENGINEERING AND PROFESSIONAL SERVICES TO CONSTRUCT TAXIWAY ALPHA (A), TAXIWAY "C" FILET AT THE FORT WORTH MEACHAM AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CTTY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 199b-97 and in the Budget of the City Manager, there shall also be increased estnnated receipts and appropriations in the Aviation Improvements Project Fund in the amount of $230,000 00 from available funds for the purpose of funding the an engineering services agreement with Poe Engineers, Inc., for engineering and professional services to construct Taxiway Alpha (A), Taxiway "C" filet at the Fort Worth Meacham International Auport. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent~urisdiction, such decision, opuuon or~udgement shall in no way unpair the remaining portions, sections, or parts of. sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriarions amending the same except in those instances where the provisions of tlus ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 Tlvs ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. increasing estimated receipts and appropriations in the Capital Projects Reserve Fund by 5230,000 00 from available funds, and 2 Authorize the transfer of 5230,000 00 from the Capital Projects Reserve Fund to the Aviation Improvements Project Fund, Meacham Taxiway Alpha (A), and 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Aviation Improvements Project Fund by 5230,000 00 from available funds, and 4 Authorize the City Manager to execute Amendment Number One to the contract with Poe Engineers, tnc , for engineering and professional services to construct Taxiway Alpha (A) for a fee of 530,787 78 DISCUSSION The construction of Taxiway Alpha (A) at Fort Worth Meacham international Airport will be funded by a Texas Department of Transportation grant City funds are being used for the contract with Poe Engineers, Inc which will be credited toward the City's ten percent (10%) match requirement The transfer of 5230,000 00 is the first of two scheduled for the match On April 18, 1995 (M&C C-14781), the City Council authorized the execution of an engineering agreement with Poe Engineerings, Inc , for preparation of plans and specifications for the construction of new Taxiway Alpha (A), and Taxiway "C" fillet near the approach end of Runway 9/27 and two Aircraft Wash Areas for a total fee not to exceed $406,549 25 After a review of the preliminary plans by the City of Fort Worth Departments of Aviation and Engineering, and the Federal Aviation Administration, the following modifications were INTERNATIONAL AIRPORT 1 Taxiway "C" will be broken into two sections because Taxiway "C" between new Taxiway "A" and Runway 16L/34R will not be reconstructed It will be necessary to re-designate one of the two sections of the pavement with another taxiway designation 2 The section of existing Taxiway "A" between the terminal apron and Taxiway "C" (the curved portion) will be re-designed 3 Taxiway "A5" will be redesigned at a new location to accommodate B-17 Hangar 4 The sections of existing Taxiway "A" where it intersects with new Taxiway "A" near the Taxiway "A3" intersection will be re-designated as Taxiway "G" 5 The section of Taxiway "A3", between new Taxiway "A" and old Taxiway "A" will be permanently removed The above design modifications cause significant changes In project scope It will also be necessary to revise the drainage layout sheets and overall grading scheme The re- design of existing Taxiway "A" will require grade changes to match new Taxiway "A" grades to existing apron grades These changes will necessitate revising twenty-six (26) drawings The breakdown of maximum fees for modification in engineering services proposed by the consultant are as follows A Delete Wash Areas (Per Original Contract) < $22,931 42> B Total for converting Runway 27-9 Lighting to T/W Lighting $ 4,138 20 C Modifications to Design 549,581 00 (Per Items 1 ,2,3,4 and 5) These changes will increase the original contract fee from 5406,549 25 to 5437,337 03 The staff considers the engineer's maximum allowable fee of 5437,337 03 to be fair and reasonable for the complexity and
