HomeMy WebLinkAboutOrdinance 13019• Y /~ .- ~ Ordinance No. AN ORDINANCE APPROPRIATING $30,000 00 TO THE GENERAL FUND, AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE IMPLEMENTATION OF THE MANDATORY BILLBOARD REGISTRATION PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMiJLATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund; in the amount of $30,000 00; thereby decreasing the unresincted, undesignated Fund Balance by the same amount, for the purpose providing funding for the implementation of the mandatory Billboard Registration Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~~ Assistant Attorney ~I~/~~-- Date Adopted Effective City of Fort Worth Texas Mayor and Council Communication DATE 05/27/97 REFERENCE NUMBER LOG NAME PAGE G-11899 06BILLB 1 of 1 SUBJECT APPROPRIATIONS ORDINANCE FOR FUNDS TO IMPLEMENT MANDATORY BILLBOARD REGISTRATION PROGRAM RECOMMENDATION It is recommended that the City Council adopt the attached supplemental appropriations ordinance increasing General Fund appropriations by $30,000 and decreasing the unreserved , undesignated General Fund balance by the same amount to fund the implementation of the mandatory billboard registration program DISCUSSION On April 15, 1997 the City Council adopted the requirement for mandatory registration of billboards within the City of Fort Worth All billboards must be registered by October 1, 1997 The Development Department Sign Inspection staff wilt implement and enforce this registration program In order to meet the October 1 deadline, the registration process will consist of the processing of registration materials and the follow-up inspections of every billboard in the city Each inspection will verify the billboards location, size and other physical attributes and these conditions will be documented in permanent records This program will utilize available staff, but computer hardware and software is required to provide automated capabilities for field inspectors and office staff This equipment consists of laptops and cellular telephones for inspector's use and a personal computer workstation for office use Peripheral computer equipment required includes a printer, paper scanner, and digital camera to electronically store images of each billboard Acquisition of this equipment should begin immediately in order to maintain the program work schedule Estimated annual revenues for this program are 524,000 These revenues will be utilized to reimburse the unreserved, undesignated General Fund balance Future revenues will be used for on-going implementation of the registration program FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon adoption of the attached supplemental appropriations ordinance, funds will be available in the current operating budget, as appropriated, of the General Fund Upon completion of this recommendation, the unreserved, undesignated fund balance of the General Fund will be 526,349,418 MG m Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) GGO1 541370 0063000 $30,000.00 A e Charles Boswell 8511 ~~o~~ Originating Department Head: ~~ CITY COllN Ann Kovich 8901 (from) ~7 ~QY 27 ti7~ _ For Additional Information ~ J ~s~~ Contact: City SaCto~ p>1(h~ Ann Kovich 8901 City of ~~Oi!
