AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $232,250.45 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH NED K. BURLESON &
ASSOCIATES, INC., FOR MAIN 4 DRAINAGE AREA SANITARY SEWER SYSTEM EVALUATION
STUDY AND IMPROVEMENTS., PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Yeaz 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Sewer Capital Projects Fund in the
amount of $232,250 45 from available funds for the purpose of funding an engineering agreement with Ned K. Burleson &
Associates, Inc., for Main 4 Drainage Area Sanitary Sewer System Evaluation Study and Improvements.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the -City Council
1 Approve the transfer of 5232,250 45 from the Water and Sewer Operating Fund to the
Sewer Capital Project Fund, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Sewer Capital Project Fund in the amount of 5232,250 45, from
available funds, and
3 Authorize the City Manager to execute an engineering agreement with Ned K Burleson
& Associates, Inc in the amount of 5227,250 45 for Main 4 Drainage Area Sanitary
Sewer System Evaluation Study and Improvements (Group 7, Contract 2)
DISCUSSION
The engineering services to be performed under this agreement consist of a detailed sewer
system evaluation survey (SSES) to identify the nature and Locations of defects in the
collection system The project scope also includes the management of a sewer cleaning and
televising project concurrent with the SSES In addition, this agreement includes the design
for replacement or rehabilitation of approximately 9,6001inear feet of sewer and approximately
60 manholes
The project is a part of the Fort Worth Wastewater Program to comply with an Administrative
Order from the U S Environmental Protection Agency to eliminate sewer overflows in the
City's wastewater collection system
The M-4 Drainage Area is located in the central part of Fort Worth in the West Fork Drainage
Basin (COUNCIL DISTRICT 9) The area is generally bound on the north by Bluff Street and
Peach Street,, the east by Hampton Street, the south by 4th Street, and the west by Calhoun
Street
Ned K Burleson & Associates, Inc is in compliance with the City's M/WBE Ordinance by
committing to 22% participation The City's goal on this project is 18%

In addition to the above engineering fee, 55,000 is included for project management and
review
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and adoption of the attached appropriation ordinance, funds will be available in the current
capital budget, as approproated, of the Sewer Capital Project Fund
