HomeMy WebLinkAboutOrdinance 13121Ordinance No. ~ ~ / s AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $1,236,995.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH TUNER COLLIE & BRADEN, INC., FOR MAIN BR AND MAIN 279 DRAINAGE AREA SANITARY SEWER EVALUATION STUDY AND IMPROVEMENTS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be mcreased estimated receipts and appropriations in Sewer Capital Projects Fund in the amount of $1,236,995 00 from available funds for the purpose of funding an engineering agreement with Turner Collie & Braden, Inc., for Main BR and Main 279 Drainage azea Sanitary Sewer System Evaluation Study and Improvements. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance aze in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full•force and effect and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~~ Assistant Ci Attorney Date ~- /2- ~ 7 Adopted ~~~2' Effective City of Fort Worth, Texas Mayor and Council Communication DATE NTJMBER P 08/12/97 **C-16214 ~ soMBR ~ 1 of 2 SUBJECT APPROPRIATION ORDINANCE AND AWARD OF ENGINEERING AGREEMENT TO TURNER COLLIE & BRADEN, INC FOR MAIN BR AND MAIN 279 DRAINAGE AREA SANITARY SEWER SYSTEM EVALUATION STUDY AND IMPROVEMENTS (GROUP 7, CONTRACT 1) RECOMMENDATION It is recommended that the City Council 1 Approve the transfer $1,236,995 OOfrom the Water and Sewer Operating Fund to the Sewer Capital Project Fund, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Project Fund in the amount of $1,236,995 00, from available funds, and 3 Authorize the City Manager to execute an engineering agreement with Turner Collie & Braden, Inc in the amount of S 1,212,995 OOfor Main BR and Main 279 Drainage Area Sanitary Sewer System Evaluation Study and Improvements (Group 7, Contract 1) DISCUSSION The engineering services to be performed under this agreement consist of• continuous wastewater flow and rainfall monitoring to determine the existing flow, detailed sewer system evaluation survey (SSES) to identify the nature and locations of defects in the collection system, and, using hydraulic modeling and engineering analysis to develop plans for removal of public and private inflow and infiltration sources and re{ief sewer to transport remaining flow The project scope also includes preparing contract documents and managing a sewer cleaning project concurrent with the SSES In addition, this agreement includes the design for replacement or rehabilitation of approximately 60,850 linear feet of sewer, design for rehabilitation or replacement of approximately 400 manholes, and post-construction evaluation and certification services The project is a part of the Fort Worth Wastewater Program to comply with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer overflows in the City's wastewater collection system The IVI-BR Drainage Area is located in the northern part of Fort Worth in the Marine Creek Drainage Basin (COUNCIL DISTRICT 2) The area is generally bound on the north by 25th Street and 26th Street, the east by Main Street, Ellis Avenue, and Commerce Street, the south by 15th Street and 16th Street, and the west by Jacksboro Highway, Grand Avenue, Roosevelt Avenue, and Rosen Avenue Printed on Recyded Paper ~~ ~'° ~°' " t38112/~7 ~ ~~~~16~~4 ~~~ 2 of 2 aECx ,4~'t=Fi©PRtA"i't.OP~ ~RnitVAtV'Cta AN® AWARD +~F EfVGti~iEFRtTttG A~RFFVViEi~tT Tf?
