AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS IN THE AMOUNT OF $3,406,869 00 SUBJECT TO RECEIPT OF THE GRANT FROM THE
TARRANT COUNTY WORKFORCE DEVELOPMENT BOARD FOR THE PURPOSE OF FUNDING
JOB TRAINING PARTNERSHIP ACT EMPLOYMENT PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$3,406,869 00 subject to receipt of the grant from the Tarrant County Workforce Development Board for the purpose of
funding Job Training Partnership Act employment programs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND INTERLOCAL AGREEMENT WITH THE TARRANT
COUNTY WORKFORCE DEVELOPMENT BOARD
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into an Interlocal Agreement with the Tarrant
County Workforce Development Board to receive 53,406,896 00 to operate Workforce
Career Centers for a period beginning July 1, 1997, and ending June 30, 1998, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grant Fund by 53,406,896 00, subject to receipt of the grant
DISCUSSION
On February 20, 1996, the City Council approved M&C C-15298, which authorized an
Interlocal Agreement with the City of Arlington and Tarrant County The agreement
established a Workforce Development System covering all of Tarrant County and the cities
therein The agreement also provided for the creation of the Workforce Development Board
and Workforce Governing Board to implement the agreement
The City of Fort Worth has been the grant recipient and administrative entity for the Job
Training Partnership Act (JTPA) program funds since its inception in 1984 As provided for
in state law, the Workforce Development Board became the grant recipient for all JTPA funds
on July 1, 1997 The City will continue to be the administrative entity until June 30, 1.998
Under the new arrangement, the board will receive JTPA funds that are appropriated for
Tarrant County and will in turn pass through appropriate amounts to the City and Tarrant
County to continue the operation of a network of Workforce Career Centers The primary
functions of the board consists of policy development, resource management/allocation,
development of a comprehensive workforce plan and providing for program evaluation and
oversight
The City of Fort Worth Department of Employment and Training will continue to administer
other workforce programs that are funded by the U S Department of Labor, e g the Quantum
Opportunities, Youth Fair Chance programs and the National Council on the Aging Seniors
Program
