AN ORDINANCE CALLING FOR AND ORDERING AN
ELECTION FOR FEBRUARY 7, 1998, ON THE
QUESTION OF THE ISSUANCE OF BONDS
WHEREAS, the City Council of the City of Fort Worth deems it advisable to issue the
bonds of said City lawfully authorized for the for the purposes hereinafter stated,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS
SECTION 1
That an election shall be held in said City on Saturday, the 7th day of February,
1998, between the hours of 7 00 A.M and 7 00 P M , in the regular election precincts of
said City which are the regular precincts of Tarrant County and Denton County, Texas,
to the extent they are within the city limits of said City, and at the polling places as set
forth on Exhibit "A" attached hereto and made a part hereof
SECTION 2
That at said election, the following Propositions shall be submitted in accordance
with law•
PROPOSITION NO. 1
Shall the City Council of said City be authorized to issue the bonds
of said City as authorized by law, in one or more series or issues, in
the aggregate principal amount of $80,000,000, with said bonds of
each such series or issue, respectively, to mature within not to
exceed forty years from their date, and to be sold at such prices
and bear interest at such rates as shall be determined by the City
Council, for the purpose of constructing permanent street and storm
sewer improvements by reconstructing, restructuring, and
extending the streets, thoroughfares, collectors, and storm drains in
said City, and related street, sidewalk, streetscape, and storm
sewer improvements, and shall said City Council be authorized to
levy and cause to be assessed and collected annual ad valorem
taxes in an amount sufficient to pay the annual interest on said
bonds and provide a sinking fund to pay said bonds at maturity?
PROPOSITION NO. 2
Shall the City Council of said City be authorized to issue the bonds
of said City as authorized by law, in one or more series or issues, in
the aggregate principal amount of $20,700,000, with said bonds of
each such series or issue, respectively, to mature within not to
exceed forty years from their date, and to be sold at such prices
and bear interest at such rates as shall be determined by the City
Council, for the purpose of constructing permanent improvements
at the Fort Worth Convention Center, Cowtown Coliseum, and the
Will Rogers Memorial Complex; and shall said City Council be
authorized to levy and cause to be assessed and collected annual
ad valorem taxes in an amount sufficient to pay the annual interest
on said bonds and provide a sinking fund to pay said bonds at
maturity?
PROPOSITION NO. 3
Shall the City Council of said City be authorized to issue the bonds
of said City as authorized by law, in one or more series or issues, in
the aggregate principal amount of $11,800,000, with said bonds of
each such series or issue, respectively, to mature within not to
exceed forty years from their date, and to be sold at such prices
and bear interest at such rates as shall be determined by the City
Council, for the purpose of constructing new improvements to the
City's parks and community services system facilities, purchasing
land, improving land, constructing new facilities, renovating existing
facilities, and enlarging other such facilities, for park and recreation
purposes, and shall said City Council be authorized to levy and
cause to be assessed and collected annual ad valorem taxes in an
amount sufficient to pay the annual interest on said bonds and
provide a sinking fund to pay said bonds at maturity?
PROPOSITION NO. 4
Shall the City Council of said City be authorized to issue the bonds
of said City as authorized by law, in one or more series or issues, in
the aggregate principal amount of $4,800,000, with said bonds of
each such series or issue, respectively, to mature within not to
exceed forty years from their date, and to be sold at such prices
and bear interest at such rates as shall be determined by the City
Council, for the purpose of making permanent fire safety

improvements, to wit: building and equipping two new firefighting
facilities, and installing new intersection control devices at
signa{ized intersections throughout the City where appropriate, and
shall said City Council be authorized to levy and cause to be
assessed and collected annual ad valorem taxes in an amount
sufficient to pay the annual interest on said bonds and provide a
sinking fund to pay said bonds at maturity?
PROPOSITION NO.5
Shall the City Council of said City be authorized to issue the bonds
of said City as authorized by law, in one or more series or issues, in
the aggregate principal amount of $2,700,000, with said bonds of
each such series or issue, respectively, to mature within not to
exceed forty years from their date, and to be sold at such prices
and bear interest at such rates as shall be determined by the City
Council, for the purpose of expanding the City's library system by
constructing a Summerfields/Park Glen Neighborhood Branch
Library; and shall said City Council be authorized to levy and cause
to be assessed and collected annual ad valorem taxes in an
amount sufficient to pay the annual interest on said bonds and
provide a sinking fund to pay said bonds at maturity?
SECTION 3
That the official ballots to be used in said election shall be prepared in accordance
with Sections 52 072 and 52.073 of the Texas Election Code, as amended Said ballots
shall permit the electors to vote "Fogy" or "Against" the aforesaid Propositions, which
shall be set forth in substantially the following form

SECTION 4
That the City Secretary is hereby ordered and directed to prepare and issue said
ballots and to mark same "Official Ballot" Said ballots shall be printed in English and in
Spanish for use in said election

SECTION 5
That all qualified electors of the City shall be entitled to vote at said election
SECTION 6

That the Propositions, as hereinabove set forth, if approved by a majority of the
qualified voters voting upon said Propositions, shall be deemed to have been approved
by the electorate as soon as an official order has been entered on the City Council
minutes of said City by the City Council declaring the same approved
SECTION 7
That the City Secretary of the City of Fort Worth shall furnish election officials said
ballots and voting equipment, together with any other forms, blanks or instructions in
accordance with the Charter of the City of Fort Worth, Texas, and the laws of the State
of Texas, insofar as same are applicable, and with the provisions of this ordinance
SECTION 8
That the polls shall be kept open from 7 00 A.M until 7 00 P M ,February 7, 1998,
and that due return shall be made to the City Council showing the number of votes cast
for and against the Propositions
SECTION 9
That the locations of the polling places for the election, except insofar as they may
be changed by the City Council, are set forth on Exhibit "A" attached hereto and made a
part hereof
SECTION 10
That the City Council shall appoint a Presiding Judge and an Alternate Presiding
Judge for each precinct or portion thereof within the City Each Presiding Judge shall

appoint not less than two or more than eight qualified election clerks to serve and assist
in conducting said election,. provided that, if the Presiding Judge actually serves as
expected, the Alternate Presiding Judge shall be one of such clerks
SECTION 11
A An electronic voting system, as defined in Chapter 121 of the Texas Election
Code, as amended, shall be used for voting at the regular polling places at said election
and for counting the ballots and the tabulation of the results The conduct of the election
and the use of the electronic voting system shall be in accordance with the Texas
Election Code, as amended
B The Office of the Tarrant County Elections Administrator, Tarrant County
Courthouse, 100 Weatherford, Fort Worth, Texas, is hereby established as the Central
Counting Station for the ballots cast in said election
C Robert Parten, having knowledge and experience in the conduct of elections with
the electronic voting system for which the Central Counting Station is established, and
being a registered voter of the City of Fort Worth, is hereby appointed as the Manager
of the Central Counting Station The Manager shall be in charge of overall
administration of the Central Counting Station and the general supervision of the
personnel working at said Station
D Linda Funkhouser and Gayle Hamilton, being trained in the operation of the
automatic tabulating equipment installed at the Central Counting Station, are hereby
appointed as Tabulation Supervisors The Tabulation Supervisors shall be in charge of
the operation of the automatic tabulating equipment.

E The appointment of Lynda Schafer as Assistant to the Tabulation Supervisors is
hereby approved She shall assist the Tabulation Supervisors in the operation of the
automatic tabulating equipment as directed by the Tabulation Supervisors
F Patricia Benavides is hereby appointed as Presiding Judge of the Central
Counting Station The Presiding Judge of the Central Counting Station shall maintain
order at the Central Counting Station and shall have such authority as may be
prescribed by the Texas Election Code, as amended
SECTION 12
That Robert Parten, Tarrant County Elections Administrator, shall conduct and shall
be the clerk for early voting at said election That Alice Church, City Secretary of the
City of Fort Worth, will serve as chief deputy early voting clerk. Early voting shall be
conducted by two methods
A. Voting by personal appearance, and
B Voting by mail
An electronic voting system, as defined by Chapter 121 of the Texas Election Code,
as amended, shall be used for early voting
SECTION 13
Early voting by personal appearance shall be conducted during the period beginning
January 21, 1998, and continuing through February 3, 1998 Such early voting shall be
conducted at the following locations

SECTION 14
That the Early Voting Ballot Board is hereby created to process early voting results,
and Jeanne Lyons is hereby appointed as Presiding Judge The Presiding Judge shall
appoint at least two other members to such Board
SECTION 15
That said election shall be held under the provisions of the Charter of the City of Fort
Worth, Texas, and the Constitution and the laws of the State of Texas, insofar as same
may be applicable and all persons qualified to vote in said City under the laws of this
state regulating general elections shall be allowed to vote
SECTION 16
This ordinance shall constitute the proclamation, call, notice and ordinance calling
and ordering said election
SECTION 17
That notice of said election shall be given by posting a substantial copy of this
ordinance in English and in Spanish in three (3) public places of said City and also at
the City Hall, not later than the 21st prior to the date set for said election, and a
substantial copy of this ordinance also shall be published in English and in Spanish on
the same day in each of two successive weeks both in the Fort Worth Commercial
Recorder and the Fort Worth Star-Telegram, which are newspapers of general
circulation published in said City, the date of the first publication to be not earlier than
the 30th day and not less than thel4th day prior to the date set for said election

SECTION 18
That the way and manner of holding said election, the notice to be given therefor,
the polling places, the personnel and the officers, precinct judges and substitutes
therefor, who are to hold same, and all details connected with the holding of the election
shall be provided for and arranged by the City Secretary; that the proper notice and
publication of this notice, proclamation and ordinance shall only be cumulative of and in
addition to the statutory notice of said election as herein provided, and that any
omission or irregularity in this notice or in the publication or posting of this notice,
proclamation and ordinance, or in the signing of same, shall not in any way affect or
invalidate such election
SECTION 19
That in all respects, said election shall be conducted in accordance with the Texas
Election Code, as amended
SECTION 20
That is hereby officially found and determined that the meeting at which this
ordinance was adopted and said election was called was open to the public and public
notice of the time, place and purpose of said meeting was given, all as required by
Chapter 551 of the Texas Government Code
SECTION 21
That this ordinance, election order, proclamation and notice shall take effect and be
in full force and effect from and after the date of its passage, and it is so ordained
