AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND IN THE AMOUNT OF $107,309.27 FROM INCREASED REVENUES FOR
THE PURPOSE OF FUNDING EXPENSES RELATED TO THE CONTINUING EDUCATION OF LAW
ENFORCEMENT PERSONS THROUGH AN ANNUAL ALLOCATION FROM THE LAW
ENFORCEMENT OFFICER STANDARDS AND EDUCATION ACCOUNT, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of
$107,309.27 from increased revenue for the purpose of funding expenses related to the continuing education of law
enforcement persons through an annual allocation from the Law Enforcement Officer Standards and Education Account.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

STANDARDS AND EDUCATION ACCOUNT (LEOSE)
RECOMMENDATION
It is recommended that the City Council
1 Accept the annual allocation payment from the Law Enforcement Officer Standards and
Education Account (LEOSE) in the amount of $107,309 27, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations by 5107,309 27 from available funds in the Special Trust Fund, LEOSE
Funds
DISCUSSION
Senate Bill 1135, passed by the 74th Texas Legislature, directs the Comptroller of Public
Accounts to make an annual allocation from the LEOSE account to qualified law enforcement
agencies for expenses related to the continuing education of persons licensed under Chapter
415, Government Code Of the account, 20 percent is allocated equally among the qualified
agencies The remaining 80 percent is allocated on the basis of the number of eligible law
enforcement positions each agency had as of January 1 of the preceding calendar year
On April 16, 1996, the Council approved M&C G-1 1453, accepting the first annual allocation of
521,966 77
All money received must be used to ensure the continuing education of persons licensed under
Chapter 415, Government Code, or to provide necessary training, as determined by the agency
head, to full-time, fully paid law enforcement support personnel in the agency
