AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $61,737 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING A CONTRACT ADDENDUM FOR THE MATERNAL AND CHILD
HEALTH PROGRAM THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF HEALTH;
PROVIDING FOR A SEVERABII,TTY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $61,737 00 from available funds for the purpose of funding a contract addendum for the Maternal and Child Health
Program through a grant form the Texas Department of Human Services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND CONTRACT ADDENDUM WITH TEXAS
DEPARTMENT OF HEALTH (TDH) FOR FY 96 (TITLE V) MATERNAL AND CHILD
HEALTH (M&CH) GRANT PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept, upon receipt, a Texas Department of
Health (TDH) grant contract addendum, in the amount of 561,737, for the FY 96
(Title V) Maternal & Child Health (M&CH) grant program, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grant Fund by 561,737 from available funds, and
3 Waive the collection of indirect costs, estimated for this contract addendum to
be 514,496 (based on the current indirect cost rate of 23 48%) in order to use
these additional funds to further current program activities
DISCUSSION
The Texas Department of Health (TDH) provides funding support to the Health
Department in-the form of grant contracts One of these grant contracts is used to
provide (Title V) M&CH services to the community through the Health Department's
Personal Health Services Division The (Title V} M&CH grant allows the Health
Department to bill TDH on a "Fee for Service" basis. for Women and Children Health
Services TDH sets a cap on the amount that can be billed and' had previously set the
cap at 5395,146 for the FY 96 (Title V) M&CH program
Because the state from time to time makes additional funds available to grantees, the
total billing for services provided submitted to the state, exceeded the cap by 561 ,737
Billings were submitted for this amount in excess of the contract cap at TDH's directive
in the event of funding availability On February 3, 1997, TDH sent correspondence
indicating that they would amend the (Title V) M&CH contract for FY 96, increasing the
cap by 561,737 and that they would pay the city this amount The Health Department
is requesting that we accept a contract addendum from TDH and use the additional
funds to further current (Title V) M&CH program activities
