AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $35,300 00 FROM AVAII,ABLE FUNDS FOR THE
PURPOSE OF OFFSETTING THE SALARY COST OF THE OFFICE OF ECONOMIC
ADJUSTMENT; PROVIDING FOR A SEVERABII,ITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$35,300 00 from available funds for the purpose of offsetting the salary cost of the Office of Economic Adjustment.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT SUPPLEMENTAL APPROPRIATION ORDINANCES AND REIMBURSEMENT OF SALARY
COST TO THE OFFICE OF ECONOMIC ADJUSTMENT (OEA) GRANT ACCOUNT
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Adopt the attached supplemental appropriations ordinance increasing appropriations by
$35,300 in the General Fund and decreasing the unreserved, undesignated fund balance
of the General Fund by the same amount, and.
2 Approve the transfer of 535,300 from the General Fund to the Grants Fund, and
3 Adopt the attached appropriations ordinance, increasing estimated receipts anal
appropriations in the Grants Fund by 535,300 from available funds
DISCUSSION
The City of Fort Worth has received two operating grants from the Office of Economic
Adjustment to fund the City's efforts to diversify its economy anal to be less defense dependent
During the second grant, the project was restructured and given a new name, Strategy 2000
The concept of Strategy 2000 was to have an independent board of directors which would
contract with the City for the OEA funds and to raise additional. funds from the private sector
A director was hired at a salary higher than allowed by the grant with the intent that under his
leadership Strategy 2000 would become independent and private funds would make up the
difference in the salary cost
Strategy 2000 has not become independent and only 510,000 has been contributed from the
private sector Another employee, whose salary was within the grant guidelines, was paid
terminal leave upon her departure in accordance with the City's personnel policy and caused her
annual rate of pay to be above the grant limit
The salary of the project's first director and the terminal pay for the other employee caused the
grant account to be over spent by 545,300 in salary expenses The City received a contribution
of 510,000 to help offset the deficit in the grant account Strategy 2000 needs 535,300 to
balance the grant account
The first director is no longer with Strategy 2000 and the current director's salary is within the
grant limits

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinances, funds will be available in the current
operating budget, as appropriated, in the Grants Fund
After completion of this transfer, the unreserved, undesignated fund balance of the General Fund
will be 527,447,739
