AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS PROJECTS FUND IN THE AMOUNT OF
$66,443.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING
LIBRARY MATERIALS AND SUPPORTING EQUIPMENT THROUGH A
GRANT FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.

That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996/97 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Projects Fund in the amount of $66,443.00 from available funds for the purpose of funding library
materials and supporting equipment through a grant from the Texas State Library and Archives Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if offered, a grant from the Texas
State Library and Archives Commission through the Major Urban Resource Libraries
(MURLS) Grant (Urban Library/Aid Contract, Library Services and Construction Act (LSCA)-
Title 1) in the amount of 566,443, and
2 Adopt the attached appropriations ordinance increasing the estimated receipts and
appropriations by 566,443 in the Grants Fund from available funds
DISCUSSION
The Texas State Library and Archives Commission and the U S Office of Education propose to
award 566,443 from the LSCA Title 1 appropriations to the Fort Worth Public Library through
a Major Urban Resource Libraries grant The City of Fort Worth will be recipient of the grant
monies designated for the purchase of library materials and supporting equipment
The grant proposal is for services provided through special collection development in the areas
of Genealogy and Local History during FY 1997/98 (September 1, 1997 through August 30,
1998) The materials will be used to provide on-site and reference service to any persons using
the library in person or by mail
Since there will be no salaries in this grant, indirect cost provisions do not apply
This grant will be used for the purchase of materials in a variety of formats and for two (2)
Microfilm readers
Texas State Library had previously been informed that 1996/97 would be the last year that the
MURLS grant would be funded However, due to the sequence of events in which Congress first
made 4•a.n.4,L.SCA appropriation, then repealed the LSCA and passed the Library Services
T;e.chnoJpgy Qct (LSTA), the funds appropriated for LSCA will still be spent under LSCA
guidelines" Therefore, the MURLS grant has been extended one additional year With the
passage of the LSTA, 1997/98 probably will be the last year for the MURLS grant
