AN ORDINANCE INCREASING THE ESTIMATED RECElI'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $506,560 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE IlVIPLEMENTATION OF THE JOB TRAINING PARTNERSHIP ACT
TITLE III JOB TRAINING PROGRAM THROUGH A GRANT FROM THE TEXAS WORKFORCE
COMMISSION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$506,560 00 from available funds for the purpose of funding the implementation of the Job Training Partnership Act Title
III job training program through a grant from the Texas Workforce Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

CONTRACTS WITH TEXAS WORKFORCE COMMISSION AND TARRANT COUNTY
JUNIOR COLLEGE, AND RELATED APPROPRIATIONS ORDINANCE
RECOMMENDATION
It is recommended that City Council authorize the City Manager to
Accept additional funding in the amount of 5506,560 from Texas Workforce Commission
for implementation of the Job Training Partnership Act Program Year 1996 Title III lob
training plan for the contract period beginning July 1, 1996, and ending June 30, 1997,
and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5506,560 from available funds, and
3 Apply the indirect cost rate in accordance with the City's Administrative Regulation 3-1 5
(apply the rate of 6 58% which represents the most recently approved rate for the
Employment and Training Department),and
4 Modify the contracts of service providers as follows
A Amend City Secretary Contract No 22537 to increase the JTPA Title III funds
available to Texas Workforce Commission by an amount not to exceed 5157,705 for
a new total not to exceed 5357,705,
B Amend City Secretary Contract No 22229 to increase the JTPA Title III funds
available to Tarrant County Junior College by an amount not to exceed 557,370 for
a new total not to exceed 5132,370
DISCUSSION
The City of Fort Worth is the administrative entity for the Fort Worth Consortium Substate Area
for tramrng programs serving dislocated workers funded through the Job Trarning Partnership ,4ct
and the Defense Conversion Act The Substate Area includes the cities of Fort Worth, Euless,

JUNIOR COLLEGE, AND RELATED APPROPRIATIONS ORDINANCE
The Texas Workforce Commission has awarded additional Title III funds to the City of Fort Worth
in the amount of 5506,560 for a revised total of $2,954,142 These funds are necessary to
• Continue full services to participants already enrolled,
• Provide full services to new participants in order to meet planned enrollment, and
• Provide full services to new participants above planned enrollment, in response to
documented demand
Amendment of service providers contracts
Through M&C C-15575 of July 12, 1996, City Council also approved providing basic
readjustment services to dislocated workers by executing subcontracts with Texas Workforce
Commission (formerly Texas Employment Commission) for an amount not to exceed 5200,000,
and with Tarrant County Junior College for an amount not to exceed 575,000
In order to provide full services to both planned participants and to meet the demand from
additional dislocated workers, additional funds need to be allocated to the subcontracts with
Texas Workforce Commission and Tarrant County Junior College
