AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $40,848.00 FOR THE PURPOSE OF ACCEPTING RE-
OBLIGATED JOB TRAINING PARTNERSHIP ACT PROGRAM YEAR 1994 TITLE IIC FUNDS
FROM THE TEXAS WORKFORCE COMMISSION, SUBJECT TO THE RECEIPT OF THE GRANT,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULA'T'IVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$40,848.00 for the purpose of accepting re-obligated Job Training Partnership Act Program Year 1994 Title IIC funds from the
Texas workforce Commission, subject to the receipt of the grant.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared 'invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
• SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriafions amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordvnances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

IIC RE-OBLIGATED FUNDS, AMENDMENT OF PROGRAM YEAR 1996 MASTER PLAN,
AND RELATED APPROPRIATIONS ORDINANCE AND CONTRACT WITH TEXAS
WORKFORCE COMMISSION
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept from and execute a contract with the Texas
Workforce Commission for the receipt of 540,848 in re-obligated Program Year 1994 Job
Training Partnership Act ("JTPA") Title IIC funds to serve economically disadvantaged
youth, and amend the Program Year 1996 Master Plan to incorporate the re-obligated
funds, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 540,848, subject to the receipt of the grant, and
3 Apply indirect cost to administrative staff only, in accordance with the City's
Administrative Regulation 3-15 (apply the rate of 6 58% which represents the most
recently approved rate for the Employment and Training Department), and authorize a
waiver of the indirect cost for the training staff
DISCUSSION
The City of Fort Worth is the administrative entity and grant recipient for the Fort Worth
Consortium for Employment and Training Programs Service Delivery area for training programs
funded through the Job Training Partnership Act The Service Delivery Area consists of the cities
of Fort Worth, Euless, Haltom City and White Settlement
The Texas Workforce Commission has re-obligated Job Training Partnership Act Title IIC Program
Year 1994 (July 1, 1994, to June 30, 1995) funds to serve economically disadvantaged youth
in the amount of 540,848 to the Fort Worth Consortium As the Program Year 1994 Title IIC
contract between the City of Fort Worth and Texas Workforce Commission has been closed out,
it will be necessary for a new contract to be executed to cover the re-obligated funds
City Council approved the Program Year 1996 Master Plan through M&C C-15474 An
amendment to the Master Plan to incorporate the re-obligated funds will be submitted to Texas
Workforce Commission, pending City Council approval
