AN ORDINANCE APPROPRIATING $247,731.53 TO THE INSURANCE FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED INSURANCE FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING FUNDING FOR A CONTRACT WITH FREEMAN ROOFING AND
CONSTRUCTION FOR THE REPLACEMENT OF METAL ROOFS AT EIGHT FACILITIES, PROVIDING FOR
A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the vanous City departments for the Fiscal Year 1996-97 and in the Budget of the City
Manager, there shall also be increased appropriations in the unreserved, undesignated Insurance Fund, in the amount of $247,731.53,
thereby decreasing the unreserved, undesignated Insurance Fund Balance by the same amount, for the purpose of providing funding for a
contract with Freeman Roofing and Construction for the replacement of metal roofs at eight facilities.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

TO FREEMAN ROOFING AND CONSTRUCTION
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriation ordinance increasing appropriations by
5247,731 53 in the Insurance Fund and decreasing the unreserved, undesignated fund
balance by the same amount, and
2 Authorize the City Manager to execute a contract with Freeman Roofing and Construction,
for roof replacement at eight facilities including Add Alternate N'o 1 , in the amount of
5415,000 00
DISCUSSION
The metal roofs of the eight buildings listed below were damaged in the May 5, 1995 hailstorm
The insurance company adjuster verified the extent of damage and recommended that the roofs
be replaced
The buildings are as follows

Holly Treatment Plant

The Add Alternate provided for the skylights and a roof hatch for the Municipal Garage
A waiver of the M/WBE requirement was requested by the department and approved by the
M/WBE Office
These projects are located in COUNCIL DISTRICTS 4, 5, 8, and 9
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the supplemental appropriation
ordinance, funds will be available in the current operating budget, as appropriated, of the
Insurance Fund After this transaction, the unreserved, undesignated fund balance of the
