HomeMy WebLinkAboutOrdinance 13241Ordinance No.~L AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,706,360 00 SUBJECT TO THE RECEIl'T OF THE GRANT FROM THE U S. DEPARTMENT OF JUSTICE FOR THE PURPOSE OF FUNDING VARIOUS LAW ENFORCEMENT BLOCK GRANT PROGRAMS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of $1,706,360.00 subject to the receipt of the grant from the U S. Department of Justice for the purpose of funding various Law enforcement Block Grant Programs. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Trust Fund, Federa{ Awarded Assets, by $161,636 00 from available funds; and, 3 Authorize the transfer of $161,636 00 from the Special Trust Fund, Federal Awarded Assets, to the Grant Fund as cash match to the Local Law Enforcement Block Grant Program, and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Fund by $1,706,360 00, subject to receipt of grant; and 5. Authorize the City Manager to approve contracts with Tarrant County and the Boys & Girls Club of Greater Fort Worth as sub-grantees, and 6 Waive indirect cost in the amount of $23,601 00 DISCUSSION The second year of funding- of the Local Law Enforcement Block Grant Program for Fort Worth includes $1,454,724 00 in federal funds, $161,636 00 in cash match, and an estimated $90,000 00 interest earned for a total of $1,706,360 00 The funds will be provided in advance, beginning October 1, 1997 and the City will have up to two years to expend these funds. Funds must be placed in an interest bearing account, and all accrued interest will be considered program income and must be used on Local Law Enforcement Block Grant projects. Staff has estimated interest of $90,000 00 will be earned on these funds over the next two years. These will be placed in a separate account and used for closing costs and/or equipment needed at the end of the grant. Matching funds are budgeted in non- departmental, general fund Local Law Enforcement Block Grant regulations do not allow payment of indirect costs Grant proposals were solicited from within the Police Department, as well as other City departments. The Drug Treatment Court program, initiated under the Comprehensive Communities Program (CCP) grant, was moved to the first block grant due to limited funds in the second phase CCP grant. Since the drug treatment court has already established itself, for this second year of funding, the County felt a need for a juvenile drug treatment court. Police Auto Etching $79,067 00 The two equipment operators hired during the first year of funding will continue to etch automobiles and property at various locations throughout the city The primary focus of the auto etching program is to etch the vehicle identification number (VIN) on the front and back windshields, as well as other parts of the vehicle in order to make the vehicle less stolen prone. In addition, the auto etchers will also go to various businesses to etch their equipment such as office equipment, computers, etc. The auto etchers have etched more than 1,500- vehicles and etched the property of 31 businesses. New vans were purchased for this project during the first year of funding Crime Prevention $23,000 00 To purchase crime prevention videos, educational aids, supplies, printing and developing brochures in the use of crime prevention programs. Equipment $118,744 00 For the purchase of technical equipment and/or upgrade of computers in the police department to enhance efficiency and effectiveness. PARKS & COMMUNITY SERVICES Comin' Up $1,009,815 00 This is the City's gang intervention program, operated by the Boys & Girls Club of Greater Fort Worth and has been in operation since 1993 In trying to keep gang members from attacking each other, this program also seeks to offer job training, counseling, GED programs, family referrals and case management.
