AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $362,183 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE HOME IlVIPROVEMENT PROGRAM PROJECTS, PROVIDING FOR
A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $362,183 00 from available funds for the purpose of funding the Home Improvement Program Projects.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

PROGRAM PROJECTS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer $180,734 in revenues earned Year XXI from HUD Revolving Loan
Fund Year XXI to Grant Fund Home Improvement Program, and
2 Authorize the transfer $181,449 in revenues earned from HUD Revolving Loan Fund Year
XXII Project to Grant Fund Home Improvement Program grant expenditure account, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by $362,183 from available funds
DISCUSSION
The Home Improvement Program is an in-house program in the Department of Housing designed
to provide low and very low-income families with financial assistance for home repair This
program is operated in conjunction with the Bank of America, Texas F S B ,who prepared the
payments to contractorsfor home repair projects M&C G-10580 dated March 8, 1994 approved
this contractual agreement with estimated revenue accumulations of up to $180,734 in Year XXI
and $181,449 in Year XXII grant fund years This program is available for low and very low-
income families in Model Blocks designated neighborhoods located in all COUNCIL DISTRICTS
2, 5, 7, 8 and 9
FISCAL INFORMATIONiCERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations, funds
will be available in the current operating budget, as appropriated, in the Grants Fund
