AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $22,469 00 FOR FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING SEXUALLY TRANSMITTED DISEASE AND TUBERCULOSIS RELATED ACTIVITIES, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $22,469 00 from available funds for the purpose of funding sexually transmitted disease and tuberculosis related activities. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. ' ' In collaboration with Tarrant County, the City of Fort Worth Public Health Department reorganized in FY97-98 (effective October '1, 1997) Part of this reorganization• involved"the transfer'of"Disease Control and Grant Programs activities from the City of Fort Worth ``Public ~Healtli' Department to .the r vac- .. ~ ~.... 'f t' ., ~4. t ,s. ~% -.. ~1 Yt<<i'~ .r:..t .~ TDH has indicated a willingness to assist with this transition through the entire process and we have now received correspondence :from TDH indicating they pare' ad~usting~~the'~term' of agreements and ' financing to reflecY'when. these{'programs actually t~ansferred~frorii"th~~=City #o Pthe~County~ r~These' new"~ contracts or contract amendments are necessary for the City to 'fund ari.:additional month for two programs that expired .on.8-31-97 and are necessary for the County to fund two programs for three months on two programs that are not due to expire until 12-31-97 The. transfer of funding for these last three months will leave sufficient. funding to cover the-first nine months of program operation by the City and will decrease appropriations and estimated receipts by $74,733 (STD/HIV) and $122,307 (Tuberculosis) in the Grant Fund The grant program for Refugee Health Screening has an ending date of September 30, 1997, and will not require an amendment or adjustment.
