AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $114,65100 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE DIAMOND HILL COALITION AFTER SCHOOL PROGRAM
THROUGH A GRANT FROM THE CRIlVIINAL JUSTICE DIVISION OF THE GOVERNOR OF
TEXAS' OFFICE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $114,651 00 from available funds for the purpose of funding the Diamond Hill Coalition After School Program through
a grant from the Criminal Justice Division of the Governor of Texas' Office.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other. ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SCHOOLS AND COMMUNITIES PROGRAM FOR YEAR II OF THE DIAMOND HILL
COALITION AFTER SCHOOL PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Criminal
Justice Division of the Governor of Texas' Office of up to S 1 14,651 to continue the
Diamond Hill Coalition Program for the period of September 1, 1997 to August 31, 1998,
and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by S 1 14,651 from available funds
DISCUSSION
On March 26, 1996, the City Council approved M&C G-11434 authorizing acceptance of a grant
in the amount of $145,1 14 from the Governor of Texas' Interim Plan for Safe and Drug-Free
Schools and Communities Program for an after-school program for youth ages 1 1-15 The Parks
and Community Services Department submitted the proposal in collaboration with the YMCA and
Camp Fire agencies
The Diamond Hill Coalition after-school program targets youth who live in neighborhoods with
high rates of violence, drugs and gang related offenses, truancy and school dropouts The
program provides supervised after-school recreational, educational and cultural activities for
middle school youth that promote school attendance, discipline and encourage learning
The initial fund for this grant were awarded for the period of January 1, 1996 to August 31,
1996 However, these eight (8) months were not counted as a part of year 1, but considered
by the State as a start-up period The second funding period will be from September 1, 1997
to August 31, 1997 Matching funds were not required in year one, however, all grants funded
under the Drug-Free Schools and Communities Act are subject to the following requirements for
continuation of receipt of funds in subsequent years

The participating agencies will maintain the current level of services as provided in the first year
of funding
After five years of funding, if the program continues, all project costs must be assumed by the
grantee
This project is located in COUNCIL DISTRICT 2
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinance, funds required will be available in the current
operating budget, as appropriated, of the Grants Funds
