ORDINANCE NO 3 ~
AN ORDINANCE AMENDING SECTIONS 35-56(b), 35-56(g), and 35-56(h) OF
CHAPTER 35 OF THE CODE OF THE CITY OF FORT WORTH (1986), AS
AMENDED, BY REVISING AND ADDING CERTAIN RATES AND CHARGES,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES,
REPEALING ALL ORDINANCES AND PROVISIONS OF THE FORT WORTH CITY
CODE IN CONFLICT HEREWITH, PROVIDING A SAVINGS CLAUSE,
PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE
DATE.
BE IT OTtDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH.
SECTION 1
That Section 35-56(b) of Chapter 35 of the Code of the Crty of Fort Worth (1986), as
amended, is hereby amended to be and read as follows
RAW WATER SERVICE
All use per month $0 6276 per 1,000 gallons inside Tarrant
County Water Control and Improvement
District No 1
All use per month $0 6989 per 1,000 gallons outside Tarrant
County Water Control and Improvement
District No 1
SECTION 2.
That Section 35-56(g) of Chapter 35 of the Code of the Crty of Fort Worth (1986), as
amended, is hereby amended to be and read as follows
RATE FOR WHOLESALE WATER SERVICE

SECTION 3
That Section 35-56(h) of Chapter 35 of the Code of the City of Fort Worth (1986) as
amended, is hereby amended to be and read as follows.
RATE FOR WHOLESALE WASTEWATER SERVICE

SECTION 4.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of
the Crty of Fort Worth, Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of such ordinance and such Code, in
which event conflicting provisions of such ordinances and such Code are hereby repealed.
SECTION 5.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconshtuhonal
phrase, clause, sentence, paragraph or section.

SECTION 6.
This ordinance shall take effect and be m full force and effect for usage from and after
October 1, 1997, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council approve the attached Ordinance which revises
wholesale water and wastewater rates and rates for raw water service, and provides an
effective. date of billing on or after November 1, 1997
DISCUSSION
Each year wholesale water and wastewater rate studies are prepared in accordance with the
terms of the uniform wholesale customer contracts
For FY1998 rates, the wholesale studies, based on the 1996 wholesale water study by
Deloitte and Touche, LLP and the 1995 wholesale wastewater study by Ernst and Young, LLP
were completed by water department staff The studies indicated that the rate structures
below will recover the costs of providing wholesale water and wastewater service
A joint meeting of the Wholesale Water Advisory Committee and the Wholesale Wastewater
Advisory Committee was held on July 24, 1997, to present the studies and the rate
requirements

RAW WATER RATES
The cost of untreated water supplied by Tarrant County Water Control and Improvement
District 1 is 50.58110 for use inside the district and 50 64710 outside the district. Adjusted
for street rental and system foss, the raw water charge to customers is 50 6276 inside the
district and $0 6989 outside the district and is a direct "pass through" to the wholesale water
customers
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that the adoption of this rate schedule will have no
material effect on City funds The Customer Service Division of the Water Department is
responsible for collection of funds due to the City by adoption of this Ordinance
