AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
PARK AND RECREATION IMPROVEMENTS FUND IN THE AMOUNT OF $147,130.00 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH ARCHITECTURAL
UTILITIES INC., FOR BRIDGE RENOVATION AT PECAN VALLEY GOLF COURSE, PROVIDING
FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Park and Recreation Improvements
Fund in the amount of $147,130.00 from available funds for the purpose of funding a contract with Architectural Utilities, Inc.,
for Bridge Renovation at Pecan Valley Golf Course.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

Si7BJECT APPROPRIATION ORDINANCES AND CONTRACT WITH ARCHITECTURAL UTILITIES,
INC FOR BRIDGE RENOVATION AT PECAN VALLEY GOLF COURSE
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriation ordinance in the Municipal Golf Fund
increasing appropriations by 5147,130 00 and decreasing the unreserved, undesignated
retained earnings by a like amount, and
2 Authorize the transfer of 5147,130 00 from the Municipal Golf Fund to the Park and
Recreation Improvements Fund, and
3 Adopt the attached appropriation

DISCUSSION
The existing bridge structure serves as the main cart/maintenance access between the two
courses on site The bridge originally served as a state highway bridge, until abandoned, and
later served as the connection link at the time the golf course was constructed
The bridge was determined to be in need of renovation by the Corps of Engineers, in order to
ensure safe passage by the golfing public Douglas D Lee and Associates was retained by the
Parks and Community Services Department to determine the extent of needed renovation and
to prepare construction documents for bid
Bids for this project were first received on October 3, 1996 However, after bid opening,
concerns were raised by the low bidder regarding specifications relating to the cleaning,
abatement of existing lead paint, and methods to be used for the painting of the bridge structure
Due to the specification's ambiguous nature of what method would constitute an approved
containment scheme, it later became evident to the Parks and Community Services Department,
the Department of Environmental Management, and the low bidder that the containment scheme
submitted by the low bidder would not be acceptable to the City Rather than requiring the low
bidder to provide a more stringent containment scheme at an expense considerably higher than
the bid amount, staff recommended rejection of all bids, which was approved by City Council on
February 4, 1997 (M&C C-15887)

The Parks and Community Services Department and the Department of Environmental
Management subsequently developed a containment scheme specification which provided an
approved step by step containment process
BID TABULATION - On July 17, 1997, the following bids were received, after advertisement on
June 16 and 26, 1997

Linder-Stahl Construction $295,400 00
Bid work is to include the renovation of steel members on the bridge structure, replacement of
the bridge decking with new wood timber, repair of the existing bridge abutment walls, and
construction of timber wing walls on both abutment ends
It is recommended that the low bid submitted by Architectural Utilities, Inc in the amount of
$125,000 00 be approved for award of contract Contract time consists of sixty (60) working
days
Architectural Utilities, Inc is in compliance with the City's M/WBE Ordinance by committing to
3% M/WBE participation The City's goal on this project is 3%
The project budget will be as follows

ordinances and approval of the fund transfer, funds will be available in the current capital budget,
as appropriated, of the Park and Recreation improvement Fund The unreserved, undesignated
retained earnings of the Golf Fund following this supplemental appropriation will be
