AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $175,000 00 FROM INCREASED REVENUE FOR THE
PURPOSE OF FUNDING THE WEED AND SEED PROGRAM, PHASE VI, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$175,000 00 from increased revenue for the purpose of funding the Weed and Seed Program, Phase VI.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a grant award from the Department of Justice in
the amount of $175,000 for the Weed & Seed grant during the period of October 1,
1997, through September 30, 1998, and
2 Authorize the City Manager to enter into an agreement with the Drug Enforcement
Administration to receive up to $50,000 in federal seized funds to support the weeding
side of the grant program through September 30, 1998, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grant Fund by $175,000 from increased revenue, and
4 Authorize the City Manager to execute a contract with the Citizens Crime Commission
of Tarrant County, and
5 Authorize the City Manager to execute a contract with the Boys & Girls Clubs of Greater
Fort Worth
DISCUSSION
Since 1992, Fort Worth has served as one of the original demonstration sites for Weed &
Seed The original target area is composed primarily of three major neighborhoods Near
Southeast, Polytechnic and Stop Six Our newer target area is in the Diamond Hill/West
Northside area
In order to standardize the implementation of Weed & Seed type target areas, of which there
are three in the Comprehensive Communities Program (CCP) grant, three in the Crime Control
District (CCD) plan, and four which are operated through the General Revenue Fund, it was
decided to title them Neighborhood Policing Districts (NPDs) Both the Weed & Seed grant
and the CCP grant require a steering committee and in an effort to maximize resources we
have combined this requirement into a committee for all 12 NPDs The committee is co-
chaired by Mayor Barr and the United States Attorney for the Northern District of Texas, Paul
Goggins Other members are Chief of Police Thomas R Windham, Assistant City Manager
Libby Watson, the President of the Crime Control and Prevention District Board, the Tarrant
County District Attorney, the Executive Director of the Citizens Crime Commission, the Chair
of the Minority Leadership Council, and the Chair of the United Hispanic Council

SIIBJECT WEED & SEED GRANT, PHASE VI
The Citizens Crime Commission of Tarrant County will continue to serve as a partner in this
grant and will operate the Special Emphasis section (550,000) of the grant regarding
Community Mobilization under the Community Leadership Development Project This program
provides community based training in a variety of subjects, including local government
operations, use of cable television, dispute mediation, etc , for five persons from each
Neighborhood Policing District.
The Boys & Girls Club is now working with Communities in Schools to raise funds for the
Diamond Hill Safe Haven and to expand services Funds are needed for operating the original
site, and the majority of the funds within this application (51 10,000) will be for that purpose
It shall continue operating in partnership with the AmeriCorps program
The City of Fort Worth will continue to provide technical assistance and training to other
agencies 1510,000) in the following areas community policing, law enforcement, Citizens on
Patrol, community mobilization and Weed & Seed Jobs Bank Additionally, emphasis is being
placed on improving the economic development component of the Weed & Seed program
According to the Citizens Crime Commission of Tarrant County, some 520 million in economic
development and social services has been brought into the Weed & Seed target area since the
program's inception, including the opening of a branch bank and a planned chain supermarket
A total of 55,OOOhas been included for travel to other communities with successful economic
development components to study their programs firsthand
An additional 550,000 in Asset Forfeiture Funds from the Drug Enforcement Administration
is included to continue on-going strategic operations with partnered federal agencies
