AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $60,089 00 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE TU ELECTRIC WEATHERIZATION PIGGYBACK PROGRAM THROUGH A
GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$60,089 00 from available funds for the purpose of funding the TU Electric Weatherization Piggyback Program through a
grant from the Texas Department of Housing and Community Affairs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT TU ELECTRIC WEATHERIZATION PIGGYBACK PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into a contract totaling $60,089 00, in anticipated
funds, with the Texas Department of Housing and Community Affairs to provide additional
weatherization on 122 homes in Tarrant County Homes must be occupied by low-income
residents for the contract period of April 1, 1997 through March 31, 1998, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grant Fund by $60,089 00 from available funds, and
3 Apply indirect costs in accordance with the City Administrative Regulation 3-15 Apply the
rate of 9 27%, which represents the most recently approved rate for this department
DISCUSSION
The City of Fort Worth has operated a weatherization program on a grant basis funded by the
Texas Department of Housing and Community Affairs (TDHCA), since 1982 On July 14, 1997,
the Housing Department received notification from TDHCA stating its intention to fund the new
TU Electric Weatherization Piggyback Program The program covers the period April 1, 1997
through March 31, 1998 and the anticipated contract funding of $60,089 00
As implied by its name, this new program is designed to "piggyback" on the grant which has
been in place for several years The grant is being made available by TU Electric ,for customers
in its service area and has five components
1 Offers additional weatherization measures totaling about $1,000 00 per dwelling These
measures will be performed in addition to regular weatherization measures currently under
contract with TDHCA
2 Offers energy efficient refrigerators which are leased and installed when desired by our
clients (Their refrigerator, when metered, must register as a high energy user )
3 Demonstrates, offers, and when desired by clients, installs appropriate water saving
devices for all participating clients These devices shall be offered free to all our clients
4 Demonstrates, offers, and when desired by clients, installs and leases compact fluorescent
lights

SUBJECT TU ELECTRIC WEATHERIZATION PIGGYBACK PROGRAM
5. Provides appropriate energy education for all participants This includes information on
how to read an electric meter, better understand their bill, understand the savings potential
of using compact fluorescent lights, efficient refrigerators, and water saving devices
Program support cost may not exceed 15% of the total TU Electric funds expended on any one
unit
This program is available County-wide
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attched appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grant Fund
