AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $732,321 00 FROM INCREASED REVENUE FOR THE
PURPOSE OF FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH
A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIltS,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $732,321 00 from increased revenue for the purpose of funding the Comprehensive Energy Assistance Program
through a grant from the Texas Department of Housing and Community Affairs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
~ the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT ACCEPT GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS FOR COMPREHENSIVE ENERGY ASSISTANCE PROGRAM FOR PROGRAM
YEAR 1997
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept a grant from the Texas Department of
Housing and Community Affairs for the Comprehensive Energy Assistance Program in the
amount of 5732,321, and
2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund
in the amount of 5183,080 for interim financing of 25% of this project pending contract
execution, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5732,321 from increased revenue, and
4 Apply indirect cost rates in accordance with the City's Administrative Regulations 3-15,
apply rate of 1994 which represents the most recently approved rate for this department,
and apply the new, approved rate when available
DISCUSSION
The Texas Department of Housing and Community Affairs (TDHCA) has notified the City that the
anticipated funding for the 1997 contract year is 5732,321 The contract begins January 1
1997, however, it is usually March of each year before the final contract can be executed As
a result, the TDHCA has issued authorization for the City to commence the program by applying
for anon-interest bearing loan in the amount of 5183,080, which is 25% of the 1997 anticipated
allocation This arrangement will allow the City to begin providing services in February
The Comprehensive Energy Assistance Program for contract year 1997 has six components 11
elderly/disabled assistance 2) energy crisis, 3) co-payment assistance, 4) heating and cooling
systems, 5) direct services support and 6) case management The allocation is being made
with Low Income Home Energy Assistance Program funds to address the needs of low to
moderate income households in Tarrant County who are paying a disproportionate amount of
their income to meet basic energy needs for heating and cooling

YEAR 1997
The goals of this program are to
1) address the needs of a household through case management and outreach,
2) assist a household in developing goals for self sufficiency,
3) provide a co-payment for a household with an energy burden higher than that of the
average household,
41 provide relief to low-income elderly and disabled occupied households that are subject to
high energy costs for home heating and cooling,
5) provide assistance in an energy related crisis, and
6) serve approximately 1,656 households benefiting an estimated 3,852 persons
The Parks and Community Services Department will review all applications at the nine (91 City
operated Neighborhood Resources Development Program Center facilities Applicants will be
notified at the completion of the intake process of approval or denial Payments will be made
for eligible clients directly to the utility vendors and heating and cooling systems repair
companies of Tarrant County
This program is located in all COUNCIL DISTRICTS
No matching funds are required from the City
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached appropriations ordinance, funds will be available in the current operating
budget, as appropriated, in the Grants Fund Upon execution of the contract, the interfund loan
will be returned to the General Fund
