HomeMy WebLinkAboutOrdinance 12853e., ~~ ~ Ordinance No. 0 a~.J AN ORDINANCE APPROPRIATING $65,000 00 TO THE GENERAL FUND, AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE 1997 SUMMER WORKS PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund, in the amount of $65,000 00; thereby decreasing the unrestricted, undesignated Fund Balance by the same amount, for the purpose providing funding for the 1997 Summer Works Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. It is recommended that the City Council adopt the attached supplemental appropriations ordinance increasing appropriations in the General Fund by 565,000 and decreasing the unreserved, undesignated fund balance by the same amount for program staff for the 1997 Summer Works Program BACKGROUND. Since 1983, the City of Fort Worth's Employment and Training Department, d b a The Working Connection, has been providing summer work experience and basic education services for youth under the Job Training Partnership Act The 1996 summer employment program provided employment and educational opportunities for 692 youth, with a 92% success rate In addition to the federally funded summer youth employment program, The Working Connection in 1995 began the Fort Worth Summer Works, apublic/private sector initiative for 16-21 year old youth The Fort Worth Summer Works Program matched youth with jobs that were pledged by employers who were seeking summer workers Staff connected the Fort Worth Summer Works applicants with prospective employers In 1996, City Council appropriated 554,340 00 from the General Fund to implement Summer Works '96 A total of 226 local employers participated and pledged 703 jobs Program placements grew from 54 in 1995 to 525 in 1996, a tenfold increase Summer jobs led to long term full or part-time employment for 292 youth who continued to work after the end of the summer This year it is anticipated that the number of applicants could double DISCUSSION.
