AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE .POSITIONS AT EACH CLASSIFICATION IN THE POLICE
D_EPARTM_ENT, RECLASSIFYING FIVE POLICE `OFFICER POSITIONS
INTO `-FIVE' CORPORAL;IDETECTIVE__...POSITIONS BY CREATING
ADDITIONAL CORPORAL/DETECTIVE`POSITIONS~AND DELETING FIVE
POLICE OFFICER POSITIONS, PROVIDING A STATEMENT OF PURPOSE
AND INTENT FOR THE ADOPTION OF THIS ORDINANCE, PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A
SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Police Chief has requested the City Council to readjust and thereafter
specify the total number of authorized civil service positions at each classification m the Police
Department for the remainder of the 1996-1997 Fiscal Year; and
WHEREAS, the City`s most recent ordinance concerning the authorized and budgeted
positions for the Police Department adjusted the Department's civil service staffing as follows.
Deputy Chiefs 5
Captains 13
Lieutenants 47
Sergeants 122
CorporaUDetectives 179
Police Officers
TOTAL 1,188
WHEREAS, the Police Chief now requests the Council to adjust the authorized number of
Police Department civil service positions into conformity with the proposed changes as set forth
immediately below in order to effect efficient economy of the operations of the Police Department;
and
WHEREAS, pursuant to Chapter 143 021(a), Texas Local Government Code, the City
Council may prescribe and/or adjust the authorized number of positions in each classification (rank)
by ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS
SECTION 1
That, effective immediately upon the formal adoption of this ordinance, the following
positions shall be the only civil service positions authorized m the City of Fort Worth Police
Department for the remainder of the fiscal year 1996-1997 or until modified by subsequent ordi-
nance:
Deputy Chiefs 5
Captains 13
Lieutenants 47
Sergeants 122
CorporaUDetechves 184
Police Officers
TOTAL 1,188
SECTION 2.
The "Mayor and Council Commumcation" memorandum which is presented
contemporaneously with this ordinance is hereby expressly incorporated herein by reference for
further clarification and explanation of the purposes and intent of the City Council in its adoption of
this ordinance. In addition, it is expressly stated that this ordinance serves only to adjust the total
number of police officer positions and corporaUdetechve positions. This ordinance shall not
operate to increase or decrease the total authorized number of civil service positions in the Police
Department.

SECTION 3
This ordinance shall be cumulative of all provisions of previous ordinances and of the Code
of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance
are m direct conflict with the provisions of pnor civil service staffing ordinances for the Police
Department and such Code, m which event conflicting provisions of such ordinances and such
Code provisions are hereby repealed.
SECTION 4
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent ~unsdiction, such- unconstitutionality shall not affect any of the
rema.irung phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5
This ordinance shall take effect and be m full force and effect from and after its passage,
and it is so ordained.

SIISJECT ORDINANCE AUTHORIZING CIVIL SERVICE STAFFING FOR THE POLICE
DEPARTMENT
RECOMMENDATION
It is recommended that the City Council adopt the attached Ordinance specifying the
authorized positions in the Police Department, increasing by five 151 the number of authorized
corporal/detective positions and decreasing the number of police officer positions by five (5)
DISCUSSION
The Police Department proposes that all five police officer positions remaining in the Traffic
Investigation Unit be converted to corporal/detectives to complete the transition begun in
1996
Over time, the Police Department has been converting police officer positions to
corpora!/detectives in the Traffic Investigation Unit. There are eight traffic investigators total,
three corporal/detectives and five police officers The three existing corporal/detectives were
previously converted from police officers with City Council approval Conversion of all
remaining officer positions in the Traffic Investigation Unit will complete the conversion of the
Traffic Investigation Unit
The Police Department's authorized strength is and will remain at 1,188 civil service positions
