AN ORDINANCE AMENDING SECTIONS 2, 4, AND 8 OF ORDINANCE NO 7323, AS AMENDED, BY REVISING THE BOUNDARIES OF SINGLEMEMBER DISTRICT NUMBERS 2, 4, AND 8, MAKING THIS ORDINANCE CUMULATIVE OF ALL ORDINANCES, REPEALING ALL ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That Section 2 of Ordinance No 7323, as amended, be and the same is hereby amended, and after being so amended, shall hereafter read and be as follows "SECTION 2 "For the purpose of determining the qualifications as to candidacy, election or appointment of a member to Place No 2 of the City Council of the City of Fort Worth, District No 2 shall be, and the same is hereby established and shall comprise all of that portion of the City located within the following described boundary• "DISTRICT NO 2 "BEGINNING at the Intersection of Interstate Highway 35W (North Freeway) and Northeast 28th Street; THENCE East on Northeast 28th Street to North Riverside Drive, THENCE South on North Riverside Drive to State Highway 121 (Airport Freeway), THENCE Southwest on State Highway 121 (Airport Freeway) to the West Fork of the Trinity River; Adopt the attached ordinance amending Sections 2, 4 and 8 of Ordinance No. 7323, as amended, s by incorporating the recommended revisions into the City's Singlemember District Plan and making the singlemember district boundaries of City Council District Nos. 2, 4 and 8, coincide with the current corporate boundaries of the City __ ., DISCUSSION: - 5; '~~ a. rr On November 11, 1997, the City Council adopted Ordinance No. 13225, calling for and ordering a City- wide election for February 7, 1998, on the question of the issuance of :general obligation bonds for the construction of capital improvements within the City Prior to conducting the election, the City must revise its Singlemember District Plan to accommodate changes in its corporate boundaries resulting from annexations which :have occurred since the City's .last election These changes in the Singlemember District Plan must then be submitted to the Voting Rights Division of the Department of Justice for approval prior to the election. The submission must include, among other things, information on the resulting changed<in-population, the nature, scope and potential impact of the boundary changes on the electoral process, and -the accessibility of the voting process to all citizens, particularly minority citizens. The last revision to the City's Singlemember District Plan was approved by the City Council on February 25, 1997 (Ordinance No. 12896). Since that time, there have been nine (9) annexations which will require revisions to the City's, singlemember district boundaries. These proposed revisions are briefly described in the attached °Summary of Annexation Activity,° along with a description of their anticipated impact on the electoral process.
