AN ORDINANCE APPROPRIATING $68,165 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT AND TRANSFER
OF SAID FUNDS TO THE GRANTS FUND FOR THE PURPOSE OF PROVIDING INTERIM FUNDING FOR
TWENTY COMMUNITY ORIENTED POLICING SERVICES (COPS) GRANT FUNDED POSITIONS,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City
Manager, there shall also be increased appropriations in the General, in the amount of $68,165 00; thereby decreasing the unrestricted,
undesignated Fund Balance by the same amount, and transfer of said funds to the Grants Fund for the purpose of providing interim
funding for twenty Community Oriented Policing Services (COPS) grant funded positions.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

POSITIONS
RECOMMENDATION
It is recommended that the City Council
Adopt the attached supplemental appropriations ordinance increasing General Fund
appropriations by 568,165 OOand decreasing the unreserved, undesignated fund balance
by the same amount, and
2 Approve the transfer of 568,165 00 from the Genera{ Fund to the Grants Fund, and
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 568,165 00 for funding of twenty police officer
positions originally funded under the Community Oriented Policing Services grant
DISCUSSION
The Community Oriented Policing Services (COPS- grant was applied for in October 1993, and
the 51,500,000 grant from the United States Department of Justice was received in October
1994 The grant funds twenty neighborhood police officer positions Since the submittal of
the grant application, two changes in City policies have caused additional expenditures within
the grant that were not planned originally and that are not covered by remaining COPS grant
funds One change is the implementation of the current pay plan with the inception of the
Crime Control and Prevention District in October 1995, which increased police officer salaries
an average of 9 8 percent. The other change is the increase in the retirement multiplier in
September 1996, which in turn increased the City's contribution for police retirement from
9 22 percent to 9 78 percent Overall, the COPS grant will have a shortfall of $68,165 before
the end of the current fiscal year on September 30 No additional funds under this grant will
be forthcoming Future funding of these twenty positions is proposed in the 1997-98 Crime
Control and Prevention District budget

The Director of Fiscal Services certifies that upon adoption of the attached appropriations
ordinances and approval of the above recommendations, funds will be available in the current
operating budget, as appropriated, of the Grants Fund Upon completion of this
recommendation, the unreserved, undesignated fund balance of the General Fund will be
