HomeMy WebLinkAboutOrdinance 13162Ordinance No. ~ , AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $957,401.83 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE CHILD CARE DEVELOPMENT PROGRAM THROUGH A GRANT FROM THE TEXAS WORKFORCE COMMISSION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $957,401.83 from available funds for the purpose of funding the Child Care Development Program through a grant from the Texas Workforce Commission. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain m full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. OPPORTUNITY RECONCILIATION ACT OF 1996 FOR THE CHILD CARE DEVELOPMENT PROGRAM RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept additional grant funds in an amount up to 5165,709 83 from the Texas Workforce Commission (TWC) in Fiscal Year 1996 (September 1, 1996 through August 31, 1997) of Title VI of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) for the Child Care Development Program, and 2 Authorize the City Manager to accept grant funds in an amount up to 5501,220 00 from the TWC in Fiscal Year 1997 (September 1, 1997 through August 31, 1998) of Title VI of the PRWORA for the Child Care Development Program, and 3 Apply in-kind local match of 5290,472 00 provided by various Child Care Services Organization, and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Fund of 5957,401 83 from available funds, and 5 Approve administrative costs in the amount of 535,709 83 from September 1, 1996 through August 31, 1998, and 6 Authorize the City Manager to execute contracts with organizations to provide additional child care services, contingent upon approval and receipt of the above funding All contracts will begin September 1, 1997 and end August 31, 1998 7 Apply indirect cost rates in accordance with City Administrative Regulation 3-15 Currently the rate is 9 82% DISCUSSION The terms of Title VI of the PRWORA for the Child Care Development Program allow cities to use local funds allocated to child care services as a match in order to access additional federal funds that can then be used to provide additional child care services For purposes of this program, Community Development Block Grant (CDBG) funds are considered to be "local funds" The amounts requested are determined by a formula based on CDBG funds being spent on child care during the periods September 1, 1996 through August 31, 1997 and CARE DEVELOPMENT PROGRAM The City Council approved acceptance of a reimbursement of 5428,609 00 to the City of Fort Worth on December 3, 1996 (M&C-15805) In July of 1997, the TWC approved an additional 5165,709 83 in reimbursements to the City of Fort Worth for the period September 1, 1996 through August 31, 1997 and approved an allocation of up to 5501,220 00 to the City of Fort Worth for the period September 1, 1997 through August 31, 1998 Funds will be used to contract with the following agencies A YWCA of Metropolitan Fort Worth -Funds will be used to supplement existing child care programs This program is located in COUNCIL DISTRICTS 5 AND 8 Funding will be available in an amount up to 575,984 00 (FY97-98) and 535,000 00 (FY96- 97) B Clayton Child Care Services -Funds will be used to supplement existing child care programs This program is located in COUNCIL DISTRICTS 4 AND 9 Funding will be available in an amount up to 590,737 00 (FY97-98) and 540,000 00 (FY96-97) C Day Care Association of Fort Worth and Tarrant County Inc. -Funds will be used to supplement existing child care programs This program is located in COUNCIL DISTRICTS 2 AND 8 Funding will be available in an amount up to 549,942 00 (FY97-98) and 526,000 00 (FY96-97) D YMCA of Metropolitan Fort Worth -Funds will be used to supplement existing child care programs This program is located in ALL COUNCIL DISTRICTS Funding will be available in an amount up to 5132,252 00 (FY97-98) and 535,000 00 (FY96-97) E Fort Worth Housing Authority, for the Amaka Learning Center -Funds will be used to supplement
