AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $74,795 00 SUBJECT TO THE RECEIl'T OF THE GRANT
FOR THE PURPOSE OF FUNDING A VISUAL ANALYSIS OF AUTO THEFT AND RECOVERY
PATTERNS AND INSTITUTE AN INFORMATION DELIVERY CAMPAIGN, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be mcreased estimated receipts and appropriations in the Grants Fund m the amount of
$74,795 00 subject to receipt of the grant for the purpose of funding a visual analysis of auto theft and recovery patterns and
institute an information delivery campaign.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordmances and appropriafions are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT GRANT APPLICATION FOR PROBLEM SOLVING PARTNERSHIP GRANT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a grant award from the Department of Justice Office
of Community Oriented Policing Services in the amount of 574,795 00 for the Problem
Solving Partnership Grant during the period June 1, 1997 through May 31, 1998, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 574,795 00 subject to the receipt of the grant
DISCUSSION
In October of 1994, Fort Worth was awarded its first Community Oriented Policing Services
(COPS) grant which allowed for hiring 20 police officers Since that initial grant, two more COPS
grants have been awarded to the City, COPS More and COPS Domestic Violence The COPS
Problem Solving Partnership will allow the Police Department, in partnership with the Citizens
Crime Commission of Tarrant County and in conjunction with the Tarrant County Auto Theft Task
Force, the ability to conduct a visual analysis of auto theft and recovery patterns and institute
an information delivery campaign
The purpose of this grant is to focus on the occurrence of auto thefts To combat this problem
the Police Department, in collaboration with Tarrant County, participates in a county-wide Auto
Theft Task Force and received a grant to implement acounty-wide computer database for auto
thefts The Department had sufficient funds to implement a custom crime analysis database, and
purchase mapping software, but there was not sufficient funds for setting up the mapping,
buying additional required hardware, digitizing Police Department geobase information or for
training This grant will allow the Police Department to purchase equipment and receive training
regarding the use of mapping technology to develop maps showing auto theft/recovery trends
and for providing data to the public via fax alert
