AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS IN THE AMOUNT OF $1,499,994 00 SUBJECT TO RECEII'T OF THE GRANT FROM THE
TARRANT COUNTY WORKFORCE DEVELOPMENT BOARD FOR THE PURPOSE OF FUNDING
JOB TRAINING PARTNERSHIP ACT EMPLOYMENT PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES,
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$1,499,994.00 subject to receipt of the grant from the Tarrant County Workforce Development Board for the purpose of
funding Job Training Partnership Act employment programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND ACCEPTANCE OF ADDITIONAL JOB TRAINING
PARTNERSHIP ACT PROGRAM YEAR 1997 TITLE III FUNDS, AND AMENDMENT OF
PROGRAM YEAR 1997 MASTER PLAN
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations by S 1,499,994 in the Grant Fund subject to the receipt of the grant, and
2 Apply indirect cost to administrative staff only, in accordance with the City's
Administrative Regulation 3-15 (apply the rate of 6 58% which represents the most
recently approved rate for the Employment and Training Department) and authorize a
waiver of the indirect cost for the training staff, and
3 Authorize the City Manager to amend the Program Year 1997 Master Plan to incorporate
the funds
DISCUSSION
An Interlocal Agreement between the Tarrant County Workforce Development Board and the
City of Fort Worth designates the City of Fort Worth as the Administrative Entity and the
Tarrant County Workforce Development Board as the Grant Recipient for the Fort Worth
Consortium for Job Training Partnership Act (JTPA) grants awarded by the Texas Workforce
Commission The Interlocal Agreement is effective July 1, 1997, until June 30, 1998
On May 6, 1997 (M&C G-11887), the City Council approved acceptance of a JTPA Title III
grant of S 1,069,503 from the Texas Workforce Commission to provide training and related
activities in Program Year 1997 (July 1, 1997, to June 30, 1998) for dislocated workers The
City Council also approved the Program Year 1996-7 Master Plan far all JTPA grants
Texas Workforce Commission has since awarded the Fort Worth Consortium additional Title
III funds amounting to S 1,499,994 based on demonstrated need for service to dislocated
workers
