AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $29,768.50 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING A CONTRACT TO ED A. WILSON, INC., FOR
RECONSTRUCTION OF MADDOX AVENUE AND RELATED SANITARY SEWER LINE
REPLACEMENT, PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the
amount of $29,768.50 from available funds for the purpose of funding a contract to Ed A. Wilson, Inc., for reconstruction of
Maddox Avenue and related sanitary sewer line replacement.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed. ,
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

FOR RECONSTRUCTION OF MADDOX AVENUE FROM IH-35 SERVICE ROAD TO
ILLINOIS AVENUE AND RELATED SANITARY SEWER LINE REPLACEMENT
RECOMMENDATION
It is recommended that the City Council
Authorize the transfer of $29,768 50 from the Water & Sewer Operating Fund to the Sewer Capital
Project Fund, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Project Fund in the amount of $29,768.50 from available funds, and
3 Authorize the City Manager to execute a contract with Ed A. Wilson, lnc., in the amount of
$266,216 60 for the reconstruction of Maddox Avenue from IH-35 Service Road to Illinois Avenue
and related sanitary sewer replacements.
DISCUSSION
The 1993 Capital Improvement Program included funds for the reconstruction of Maddox Avenue from
IH-35 Service Road to Illinois Avenue. The street has previously been constructed to City standards and
therefore assessments will not be made.
The street improvements include the construction of standard concrete pavement, driveway approaches
and sidewalks where shown on the plans. Sanitary sewer replacements will also be made
This project is located in COUNCIL DISTRICT 8, Mapsco 77P and Q.
The project was advertised on September 18 and 25, 1997 The following bids for the project were
received on October 16, 1997

Contract Time. 90 Working Days
First low bidder, Atkins Bros., did not complete bid proposal for pavement reconstruction (Unit II), and is
considered to be non-responsive
Second low bidder, Ed A. Wilson, Inc., is in compliance with the City's M/WBE Ordinance by committing
to 22% M/WBE participation The City's goal for this project is 22%
Funding in the amount of $1,720 00 is included for associated sanitary sewer construction inspection and
survey Contingency funds to cover change orders for sanitary sewer total $1,335 00 The contingency for
possible change orders for pavement reconstruction is $11,975 00

the attached appropriation ordinance, funds will be available in the current capital budgets, as
