AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
ENVIRONMENTAL FUND IN THE AMOUNT OF $350,000 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE DEMOLITION OF MULTI-FAMILY COMPLEXES AND NON-
RESIDENTIAL PROPERTIES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Environmental Fund in the amount of
$350,000 from available funds for the purpose of funding the demolition of multi-family complexes and non-residential
properties
SECTION 2. ~
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of all other ordinances and appropriations amending the same except in those instances
where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance
said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
Approve the change of use and transfer of $440,000 from Community Development Block
Grant Year XXII Unprogrammed Funds to the Demolition of Multi-Family Complexes Project,
and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Environmental Management Fund by 5350,000 00 from available
funds
DISCUSSION
On September 16, 1997, City staff recommended to the City Council a strategy for the
demolition of multi-family complexes and non-residential properties The sources of funds for
the initial project will be 5440,000 in Community Development Block Grant (CDBG) funds and
5350,000 from the Environmental Management Fund The use of CDBG funds for the demolition
project will benefit residents in areas where at least 51 % of the residents are low to moderate
income persons
In order to eliminate the potential use of these properties for illegal activities and to provide safe
communities and strong neighborhoods, the demolition of properties as discussed with the City
Council will be aggressively pursued within the next two months Future demolition projects will
be implemented based on the availability of funds
The combined total of 5440,000 in CDBG funds is comprised of several prior year closed
accounts (Capacity Building Coordinator - 539,200, Home Improvement Loan Re-Allocation -
550,000, Neighborhoods Organized for Substance Abuse Prevention (NOSAP) - 569,399, and
Rosemont Ballfield Lighting - 549,576) and 5231,825 in unprogrammed funds
The 5350,000 is available in the Environmental Management Fund from Revenues received in
excess of appropriations during FY1996-97
