AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $1,985,522.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE IlvIPLEMENTATION OF THE JOB TRAINING PARTNERSHIP ACT
TITLE II$ SU1VIl~~R YOUTH EMPLOYMENT AND TRAINING PROGRAM THROUGH A
GRANT FROM THE TEXAS WORKFORCE COMMISSION, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of
$1,985,522.00 from available funds for the purpose of funding the implementation of the Job Training Partnership Act
Title IIB Summer Youth Employment and Training Program through a grant from the Texas Workforce Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

WORKFORCE COMMISSION TO OPERATE THE 1997 JOB TRAINING PARTNERSHIP
ACT TITLE IIB SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM AND
RELATED APPROPRIATIONS ORDINANCE
RECOMMENDATION
It is recommended that City Council authorize the City Manager to
1 Submit a grant application, accept the grant, if awarded, negotiate and execute a contract
with Texas Workforce Commission in the estimated amount of 51,985,522 00 to
implement the 1997 Job Training Partnership Act (JTPA) Title IIB Summer Youth
Employment and Training Program for the contract period beginning April 1, 1997, and
ending March 31, 1999, and
2 Adopt the attached appropriations ordinance increasing receipts and appropriations in the
Grants Fund by an estimated 51,985,522 00 from available funds, and
3 Apply indirect cost to administrative staff only in accordance with the City's Administrative
Regulation 3-15 and authorize a waiver of the indirect cost for the training staff (apply the
rate of 6 58% which represents the most recently approved rate for the Employment and
Training Department)
DISCUSSION
The City of Fort Worth is the administrative entity for the Fort Worth Consortium Service Delivery
Area for training programs funded through the Job Training Partnership Act The Service Delivery
Area includes the cities of Fort Worth, Euless, Haltom City, and White Settlement
Texas Workforce Commission has released estimated JTPA Title IIB allocations for the 1997
Summer Youth Employment and' Training Program to serve economically disadvantaged youth
ages 14 to 21 The estimated allocation for the Fort Worth Consortium Service Delivery Area
is 51,985,522 00
Texas Workforce Commission requires submission of a job training plan which must be approved
by the~'Ta,rra-rt County Workforce Development Board and the Fort Worth City Council The job
tr`aini-rig ~plan'for~the 1997 Summer Youth Employment and Training Program will be submitted
to the Tarrant County Workforce Development Board March 12, 1997
