ORDINANCE NO l3~ ~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS 1N THE GRANTS FUND BY 524,142.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF INCREASING THE 1997 ALLOCATION FROM
THE TEXAS DEPARTMENT OF HOUSING AND COMMUNTTY AFFAIRS FOR
THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH
DECEMBER 31,1997, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IIV CONFLICT HEREWTTH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996/97 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund by $524,142.00 from available funds for the purpose of increasing the allocation from the Texas
Department of Housing and Community Affairs for the Comprehensive Energy Assistance Program through
December 31,1997
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT SUPPLEMENTAL APPROPRIATION ORDINANCE WITH THE TEXAS DEPARTMENT
OF HOUSING AND COMMUNITY AFFAIRS FOR THE COMPREHENSIVE ENERGY
ASSISTANCE PROGRAM THROUGH DECEMBER 31, 1997
It is recommended that the City Council
Authorize the City Manager to accept funds in the amount of $524,142.00 from the Texas
Department of Housing and Community Affairs, increasing the 1997 allocation from $732,321 00, to
$1,256,463 00, and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grant Fund by $524,142.00; and
3 Apply indirect cost rates in accordance with the City's Administration Regulation 3-15, at a rate of
26.31 %, which is the most recently approved rate for this department, and apply the new, approved
rate when available
The Texas Department of Housing and Community Affairs (TDHCA) has notified the City that the 1997
Comprehensive Energy Assistance Program (CEAP) allocation has been increased by $542,142.00
This extension proposes to continue services to households at or below 125% of the Federal Poverty
Level
The CEAP for contract year 1997 has six components. 1) Elderly/Disabled Assistance, 2) Energy
Crisis, 3) Co-Payment Assistance, 4) Heating and Cooling Systems, 5) Direct Services Support and 6)
Case Management. The allocation is being made with Low Income Home Energy Assistance Program
funds to address the needs of low to moderate income households in Tarrant County who are paying a
disproportionate amount of their income to meet basic energy needs for heating and cooling
All households at or below 125% of the Federal Poverty Level will be afforded access to the program
All applicant households will be determined eligible according to the income guidelines and program
procedures. Benefit determinations include the household's income, the household size, the energy
consumption and/or the vulnerability of the household and the availability of funds. The Parks and
Community Services Department will review all applications at the nine (9) City operated Neighborhood
Resources Development Program Center Facilities. Applicants will be notified at the completion of the
intake process of approval or denial Payments will be made for eligible clients directly to the utility
vendors and heating and cooling system repair companies of Tarrant County
The administrative cost is restricted to a rate of 5.274%, Case Management to a rate of 6 328%, and
Direct Services Support to a rate of 5% The remaining funds will be used for Elderly/Disabled, Energy
Crisis, Co-payment Assistance, and Heating and Cooling Systems for the duration of the contract.
