AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $3,888,888.89 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING A CONTRACT WITH AUSTIN-HUFFMAN APPRAISAL SERVICES &
CORNERSTONE APPRAISAL COMPANY FOR REVIEW APPRAISER ASSIGNMENT FOR THE
NOISE MITIGATION PROGRAM AT ALLIANCE AIRPORT, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$3,888,888.89 from available funds for the purpose of funding a contract to Austin-Huffman Appraisal Services and
Cornerstone Appraisal Company for review appraiser assignment for the Noise Mitigation Program at Alliance Airport.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute a Real Estate Appraisal Review Contract with
Austin-Huffman Appraisal Services & Cornerstone Appraisal Company, for a fee not
to exceed $15,700 00, to provide written Review Appraisal Reports establishing just
compensation to be paid for avigation easements at Alliance Airport, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriation in the Grants Fund by $3,888,888 89 from available funds, and
3 Establish grant sponsors matching funds using previous land donation credit in the
amount of $388,888 89 to comply with FAA grant matching funds requirements
DISCUSSION
On September 15, 1992 (M&C G-9830), the City Council authorized submittal of a FAA
grant pre-application for acquisition of parcels for noise mitigation On March 23, 1993,
the Fort Worth City Council approved M&C G-10101 adopting the Federal Aviation
Regulation (F A R) Part 150 Noise Study for Alliance Airport A grant offer was made by
the FAA on April 4, 1996 in the amount of $7,855,000 00 and the acceptance was
authorized by M&C C-15394 dated April 9, 1996 M&C G-11395 dated 2-13-96
authorized the funding in the amount of $4,355,000 00 Additionally, funding in the
amount of $3,500,000 00 was allocated for Land -Noise Compatibility under the
agreement
The City's local match for this portion of the grant is 10% or 5388,888 89 which will be
satisfied through previous land donation credits
In compliance with FAA regulations, prior to initiation of negotiations with landowners,
a Review Appraisal Firm is required to review the appraisal reports on each parcel of
property appraised The Review Appraiser is responsible for reviewing the appraisals, and
establishing an estimate of just compensation to be paid to landowners whose property
is located within the 65 Ldn Noise Contour as set forth in the F A R Part 1 50 Study A
total of 32 properties have been identified as having all or some part of their boundaries
within the targeted area

Staff advertised for Review Appraisal Services in a Request for Qualifications (RFQ) in July
of 1996 Six firms responded to the RFQ Following a review of the statements of
qualifications submitted, Austin-Huffman Appraisal Services & Cornerstone Appraisal
Company were selected to perform the work
FISCAL INFORMATION/CERTIFICATION
The Fiscal Services Director certifies that upon approval and execution of the above
recommendations, funds will be available in the current operating budget, as appropriated,
in the Grants Fund
