AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $50,000 00 SUBJECT TO THE RECEIPT OF THE GRANT
FOR THE PURPOSE OF PROVIDING FUNDING FOR THE ENHANCEMENT OF PESTICIDE
EDUCATION AND THE REDUCTION OF TOXICITY IN TREATED AREAS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$50,000 00 subject to the receipt of the grant for the purpose of providing funding for the enhancement of pesticide education
and the reduction of toxicity in treated areas.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

ENVIRONMENTAL PROTECTION GRANT WITH THE U S ENVIRONMENTAL
PROTECTION AGENCY REGION VI FOR PESTICIDE EDUCATION CAMPAIGN
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manger to apply for and accept if awarded, a grant from the
Environmental Protection Agency in the amount of 550,000 00 for a pesticide education
campaign, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 550,000 00 in the Grants Fund subject to the receipt of the grant
DISCUSSION
The City's treated wastewater periodically fails mandatory U S Environmental Protection Agency
(EPA) and Texas Natural Resource Conservation Commission (TNRCC) toxicity testing due to
pesticides (primarily diazinon and malathion) entering the sanitary sewer system
The Water Department is conducting a public education campaign on pesticides, as required by
its discharge permits from the EPA and TNRCC Both agencies require the City to educate
consumers about responsible pesticide use A study commissioned by the Water Department
last summer indicates consumers obtain most of their pesticide information from retail store
personnel and that consumers consider the retail outlet the most credible source of pesticide
information/education Retailers have been cooperating with the City in its education effort
Retailers have expressed a willingness to disseminate printed materials developed and provided
by the City However, funds are not available within the existing budget to print the mass
quantities required for retail distribution In addition, Spanish language materials are not
available
The Pesticide Section of EPA Region VI contacted the Water Department in September 1996
about the City's education effort EPA officials expressed a desire to work with the City and use
the Fort Worth Water Department's (FWWD1 program as a model for other cities EPA Region
Vl contacted the City recently regarding the availability of these funds and requested a grant
application from the FWWD
The funds would be used to
1 produce brochures in English and Spanish for distribution by pesticide retailers,
veterinarians, and licensed pesticide applicators, and

2 conduct research to determine the effectiveness of the selected media in raising consumer
awareness
No salaries will be charged to this grant, therefore, the City's indirect cost rate does not apply

The Director of Fiscal Services certifies that upon approval of the above recommendations,
adoption of the attached appropriations ordinance, and receipt of the grant, funds will be
avialable in the current operating budget, as appropriated, of the Grants Fund
