AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF $21,899 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE FUNDING A CONTRACT WITH DON BARKER IN ORDER TO PROVIDE PEER
ADVISOR SERVICES AT THE WORKING CONNECTIONS CAREER TRANSITION CENTER,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of
$21,899.00 from available funds for the purpose of funding a contract with Don Barker in order to provide Peer Advisor
Services at the Working Connection's Career Transition Center
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

TACTICAL AIRCRAFT, RELATED APPROPRIATIONS ORDINANCE, AND PERSONAL
SERVICES CONTRACT WITH DON BARKER FOR PEER ADVISOR SERVICES
RECOMMENDATION
It is recommended that the City Council
1 Accept Peer Advisor Services Funds from Lockheed Martin Tactical Aircraft and adopt
the attached supplemental appropriations ordinance increasing appropriations and
estimated receipts in the General Fund, by 521,899 00 from available funds, and
2 A thorize the City Manager to enter into a Personal Services Agreement with Mr Don
B~ker to serve as Peer Advisor at the Working Connection's Westside Workforce Center
at a salary not to exceed 521,899 00 for the period beginning July 1, 1997 and ending
December 31, 1997
DISCUSSION
On September 10, 1996, the City Council approved M&C C-15641, which authorized the City
Manager to enter into a personal services contract with Don Barker in order to provide Peer
Advisor Services at The Working Connection's Career Transition Center
Peer Advisors schedule and conduct interviews with workers who have received lay-off
notices They also advise workers about union benefits, the Dislocated Workers program, and
assist The Working Connection staff with its recruitment campaign, development, and
scheduling of meetings, workshops, seminars, writing, and assist with conducting semi-annual
Career/Job Fairs
For the past five years, funding for this service was paid by the Defense Conversion Act and
State grant funds However, due to reductions in federal and state .grants, and recognizing
the importance of the service, Lockheed Martin Tactical Aircraft has agreed to finance the
521,899 00 cost for a Peer Advisor service The Employment and Training Department has
received a check for the full 521,899 00 and it will be deposited in the General Fund upon
approval of the above recommendation
Mr Barker has performed the peer advisor duties at the Career Transition Center since the
inception of the program To ensure continuity of this service, staff recommends approval of
the proposed personal services agreement
