AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND IN THE AMOUNT OF $8,258.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE TSTI FIltEFIGHTER APPRENTICESHIP PROGRAM, PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES, REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION I
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of
$8,258.00 from available funds for the purpose of funding the TSTI Firefighter Apprenticeship Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
'this ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Accept 58,258 00 from the Amarillo Technical Center, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Special Trust Fund, TSTI Firefighter Apprenticeship Program by
58,258 00 from available funds, and
3 Authorize the transfer of 58,258 00 from the Special Trust Fund, TSTI Firefighter
Apprenticeship Program to the General Fund, and
4 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the General Fund from available revenues by 58,258 00
DISCUSSION
The Bureau of Apprenticeship and Training, U S Department of Labor, provides funds for local
apprenticeship training and on-the-job programs In Texas, the firefighter apprenticeship program
is funded through the Texas Higher Education Coordinating Board and administered by Amarillo
College The intent of the program is to teach a set of standardized skills to firefighters across
the Country Funding is based on the number of enrollees in the program and the number of
contact hours received by each enrollee Approved expenditures of apprenticeship funds include
instructional salaries, instructional materials/supplies, instructional equipment, rental, office
supplies, postage, and travel
The Fort Worth Fire Department enrolls each newly trained firefighter in the three-year program
after their graduation from the Department's Training Academy Each participant is required to
complete a written lesson and become proficient in a particular firefighting skill each month of
the three-year lesson cycle The lessons and skit{s are taught by each fire station officer, and
each participant is evaluated every six months by Training Academy staff
The funds appropriated will be used to purchase two computers and two scanners to be used
by the Training staff One of the computers will be used by the Emergency Medical Services
(EMS) Division Captain for tracking and recording Emergency Medical Technician (EMT) courses
and hours, lesson plan development, and training program development The second computer
will be used by the EMS Division Lieutenant for tracking EMT skills examinations, developing
lesson plans, and tracking grade averages and test scores for recruit class members The
scanners will be used for developing lesson plans, and for scanning apprenticeship documents
and lesson plans ,
