AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $618,495 70 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING A CONTRACT TO ACE PIl'E CLEANING, INC., FOR SMALL
AND LARGE DIAMETER SANITARY SEWER CLEANING FOR MAIN BR AND MAIN 279
DRAINAGE AREAS UNITS 1 AND 2, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the
amount of $618,495 70 for the purpose of funding a contract to Ace Pipe Cleaning,, Inc., for small and large diameter sanitary
sewer cleaning for Main BR and Main 279 Drainage Areas Units 1 and 2.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $6.18,495 70 from the Water and Sewer Operating Fund to 'the Sewer
Capital Project Fund, and
2: `:Adopt the attached :appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Project Fund in the amount of $618,495 70 from available~funds; and

3. Authorize the City Manager to execute a contract with Ace Pipe Cleaning, Inc. in the amount of
$613,495 70 for the Small- and Large- Diameter Sanitary Sewer Cleaning for Main ^BR and Main

DISCUSSION
On August 12, 1997 (M&C C-16214), the City Council authorized an engineering agreement with
Turner Collie & Braden,° Inc. for Main BR and Main 279 Drainage Areas Sanitary Sewer System
Evaluation Study and Improvements (Group 7, Contract 1) As a part of this agreement, the
consultants prepared a contract toclean approximately 241;000 L.F° t`o~ sanitary sewer lines ranging
from 6- to 15-inches in diameter (Unit 1) and approximately 34,000 L.F of sanitary sewer lines ranging
from 16- to 48-inches icy diameter (Unit 2) in the Main BR and Main 279 Drainage Areas. Cleaning of
these sewers'will ~educe``~f~~afential of sewer backups and manhole overflows during "'dry'weather,`
provide better flow monitoring ,results, and facilitate the sewer system evaluation survey in the next
phase of the Inflow/Infiltration Evaluation Study ~ ` r !` ~ '
This project is a part of~the Fort Worth Wastewater Program to comply`with san'Administrative Order
from the U S Environmental Protection Agency to eliminate sewer overflows •and bypasses in the

Since Ace Pipe Cleaning, Inc. is the low bidder on both units, work for Units 1 .and 2 will begin
simultaneously and the contractor shall be allowed only 210 calendar days to complete the work of both
units as required in the project contract documents.

The Main BR Drainage,Area is located in the northern -part of Fort Worth in the<Marine Creek. Drainage
Basin (COUNCIL.DISTRICT 2): The area is generally bound on the north,byry25~;Street.;and.26~'.Street,
the east by Main Street, Ellis Avenue, and Commerce Street, the south by 15~' Street and 16"' Street,
and the west by Jacksboro Highway, Grand Avenue, Roosevelt Avenue, and Rosen Avenue.
The Main 279 Drainage Area is located in the northern part of Fort Worth in the Marine Creek Drainage
Basin (COUNCIL DISTRICT 2). The area is generally bound on the north by 28"' Street, the east by the
Union Pacific and Burlington Northern~Santa Fe Railroads, the .south by, 23'~~Street'~-and the west by
