AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND IN THE AMOUNT OF $25,000 00 FROM AVAILABLE FUNDS AND
TRANSFER TO THE GRANTS FUND FOR THE PURPOSE OF FUNDING STRATEGY 2000, FORT
WORTH OFFICE OF ECONOMIC ADJUSTMENT, THROUGH A GRANT FROM
SOUTHWESTERN BELL FOUNDATION, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING .AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the
amount of $25,000 00 from available funds and transfer of said amount to the Grants Fund for the purpose of funding the
Strategy 2000, Fort Worth Office of Economic Adjustment, through a grant from the Southwestern Bell Foundation.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

REQUEST TO DEPARTMENT OF DEFENSE, OFFICE OF ECONOMIC ADJUSTMENT,
AND APPROPRIATIONS ORDINANCES REGARDING FUNDING OF SUCH PROGRAM
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Submit a grant application and if offered, accept the grant, and enter into a contract in the
amount of 5462,212 00 with the Department of Defense, Office of Economic Adjustment
of which 5185,992 00 will be the City's match, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5462,212 00 from available funds, and
3 Accept 525,000 00 from Southwestern Bell Foundation and in-kind donations for funds and
services from the private sector, International Center and in-kind support from the City in
the amount of 5160,992 00 for the City`s match, and
4 Approve the transfer of 525,000 00 from Grants fund to the Special Trust Fund for the
Library, and
5 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by 525,000 00 from available funds in the Special Trust Fund, and
6 Waive the City's indirect costs of 18 73% which wili be considered part of the City's in-
kind match
DISCUSSION
On April 12, 1994 (M&C G-10618) the City of Fort Worth accepted a 5331 000 grant from the
Federal Office of Economic Adjustment to fund the establishment of a full time Fort Worth Office
of Economic Adjustment to work on defense transition, a critical need in our city On July 1,
1995 (M&C G-1 1 134) the City of Fort Worth accepted an additional 5366,350 grant, also from
the Federal Office of Economic Adjustment to continue to meet the need of this valuable service

economic diversification with, among other projects, development of a medical technology
business incubator, identification of emerging technologies with opportunities far business
development, the Medical Industry Cluster initiative and Bio-Medical Network, the creation of an
