AN ORDINANCE APPROPRIATING $32,155 00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING FUNDING FOR A CONTRACT WITH THE YMCA OF METROPOLITAN FORT
WORTH FOR OPERATION OF KELLIS SWIMMING POOL FOR THE 1997 SEASON, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addifion to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City
Manager, there shall also be increased appropriations in the General Fund, in the amount of $32,155 00; thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the purpose providing funding for a contract with the YMCA of
Metropolitan Fort Worth for operation of Kellis Swimming Pool for the 1997 season.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, cooperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordcoance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except co
those mstances where the provisions of this ordmance are in direct conflict with such other ordinances and appropriations, in which
mstance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be co full force and effect and after the date of its passage, and it is so ordained.

SWIMMING POOL
RECOMMENDATION
It is recommended that the City Council
Adopt the attached supplemental appropriations ordinance increasing appropriations in
the General Fund by 532,155 00 and decreasing 'the unreserved, undesignated General
Fund balance by the same amount for the purpose of operating the Kellis Swimming Pool
for the 1997 season, and
2 Authorize the City Manager to execute an amendment to the contract with the YPJICA
of Metropolitan Fort Worth (City Secretary Contract Number 20391) to include the
operation of the Kellis Swimming Pool for the 1997 and 1998 seasons, subject to the
annual appropriation of operating funds by the City Council
DISCUSSION
The Kellis Swimming Pool located at 4651 South Ridge, was built in 1960 Because of
budgetary restrictions, funds were not appropriated to operate the facilrty in 1983 After a
two 12) season closure, the YMCA requested, and was granted, the opportunity to operate the
pool from 1985 through the 1996 season The YMCA has been responsible for all expenses
associated with opening, operating, maintaining and closing the pool In addition, the YMCA
has provided adequate insurance coverage and has fully indemnified the City Over the years,
the YMCA has raised over 5125,000 00 in contributions and other in-kind subsidies to
operate Kellis Pool Their contribution funds are now less because of greater neQds iri child
care scholarships
The YMCA of Metropolitan Fort UVorth has notified the City that it no longer has adequate
funds to operate the Kellis Swimming Pooi The YMCA remains committed to operating the
Kellis Swimming Pool if funding can be provided The Parl:s and Comrr?unity Services
Department is recommending a supplemental appropriation, in the amount of 532,1 55 ^0, to

budget for this contract Staff is requesting that this contract be amended to include the
operation of Kellls Pool by the YMCA for the remaining two (2) seasons (1997 and 1998
seasons) covered by the agreement, subject to appropriation of Operating funds
Additionally, funding will be needed to make extensive repairs to the pool to correct leaks and
other major maintenance needs These funding requirements will be addressed during the FY
97-98 budget process In order to open Kellls Pool on schedule, the necessary repalrs will be
postponed until the end of the 1997 season However, because these repairs are being
delayed, it is anticipated that an increase in operation and maintenance costs will occur during
the 1997 season due to higher utility consumption
At its meeting on April 15, 1997, the Parks and Community Services Advisory Board endorsed
staff's recommendation to the City Council to adopt a supplemental appropriations ordinance
and to amend the contract with the YMCA of Metropolitan Fort Worth to include the operation
of the Kellls Swimming Pool
Kellls Swimming Pool is located in COUNCIL DISTRICT 3
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations and
adoption of the attached supplemental appropriations ordinance, funds for this contract
amendment will be available in the current operating budget, as appropriated, of the General
Fund After this transaction the unreserved, undesignated fund balance of the General Fund
will be 526,502,418
