AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $35,000.00 SUBJECT TO THE RECEIPT OF THE GRANT
FOR THE PURPOSE OF FINANCING ADDITIONAL SERVICES UNDER THE SENIOR
COMMUNITY SERVICE EMPLOYMENT PROJECT THROUGH A GRANT FROM THE NATIONAL
COUNCIL ON THE AGING; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$35,000 00 subject to the receipt of the grant for the purpose of financing additional services under the Senior Community
Service Employment Project through a grant from the National Council on the Aging.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall m no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except m those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

AGREEMENT WITH NATIONAL COUNCIL ON THE AGING, INC
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for, and accept, if awarded, a grant to increase the
current Subgrant from the National Council On the Aging, Inc (NCOA) (Grant #D-5820-6-
00-81-55-48) by 535,000 00, and
2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund
in the amount of 535,000 00 for interim financing pending contract Modification No 3
3 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 535,000 00 subject to receipts of the grant
4 Authorize the City Manager to_ execute Modification No 3 to the current Subgrant
Agreement between the City and NCOA to increase funding by 535,000 00
DISCUSSION
On July 16, 1996, through M&C C-15562, the City Council waived 56,600 indirect cost and
accepted a Senior Community Service Employment Project Grant from the NCOA in the amount
of $590,300 00 On February 2~, 1997, City Council approved M&C G-11777, which allowed
an increase in grant funding and accounted for Modification No 1 to the Subgrant Agreement
by 514,600 00 to allow implementation of an experimental employment program for participants
On April 22, 1997, City Council approved M&C G-11879, which allowed an increase in grant
funding by 551,200 00 and accounted for Modification No 2 to the Subgrant Agreement to
cover expenses related to the minimum wage increase, effective October 1, 1996
The additional 535,000 will be used to fund the requirement to serve 117 funded positions plus
an additional 40% (a total of 164 individuals) this program year, through June 30, 1997 As of
June 13, 1997, the City's program has served 165 participants
With the increase, NCOA funds will be allocated as follows

The National Council On the Aging, Inc..'s share of the total budget of 5767,900 00 will be
5691,100 00 The remaining 576,800 00 is an in-kind match of services 1) the work of site
supervisory functions performed by the agencies which train the subsidized program participants,
and 2) the 56,600 waived indirect costs by the City for administrative services in selecting the
agencies and acting as intermediary with NCOA
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations,
adoption of the attached appropriations ordinance, and receipt of the grant, funds will be
available in the current operating budget, as appropriated, in the Grants Fund Upon execution
of Modification No 3, the interfund loan of 535,000 will be returned to the General Fund
